The debate around Network Neutrality is sometimes simplified as carriers against content providers, the owners of networks against the businesses that have grown due to Internet connectivity. So it was interesting to read that Google and Verizon filed a joint submission to the FCC last week, laying out in detail how the two companies agreed on many issues regarding an "Open Internet." more
If approved, the code would technically be voluntary for Canadian ISPs, but the active involvement of government officials suggests that most large providers would feel pressured to participate. The move toward an ISP code of conduct would likely form part of a two-pronged strategy to combat malicious software that can lead to cybercrime, identity theft, and other harms. First, the long-delayed anti-spam legislation features new disclosure requirements for the installation of software along with tough penalties for non-compliance. more

I discussed how the Internet is on a slippery slope. ICANN's Generic Names Supporting Organisation (GNSO) has formed a working group to consider changes to the domain transfer process to enhance security and reduce hijacking. The working group consists of registrars, aftermarket players, domainers and other members of the ICANN Community. The group published its preliminary recommendations at the ICANN meeting in Brussels two weeks ago and the 20-day comment period has just begun. more

Set up by the two UN agencies, UNESCO and ITU, it received the support of 50 leading international people such as government ministers, heads of a range of UN and associated organisations, and CEOs of leading private industry companies. Overall it is a public-private partnership. It is chaired by the President of Rwanda, Paul Kagame, and Carlos Slim from Mexico. more
Undersea cables between the U. S. and Cuba have long been intertwined with politics. In 1887, The New York Times reported on the inauguration of a cable in support of the Cuban insurgents fighting for independence from Spain -- a precursor to the Spanish-American war. Phone service between the U.S. and Cuba began in 1921 with AT&T's installation of an undersea cable and AT&T dominated international telephony to Cuba until the 1990s. more
In early November 2013, prior to ICANN's Buenos Aires meeting, I published an article at this forum, Policy Advisory Boards – A Cornerstone PICS (Public Interest Commitment Specification), that extoled the advantages of adopting a Policy Advisory Board (PAB) model as a practical, effective, and least burdensome means of effectively implementing the request of ICANN's Governmental Advisory Committee (GAC) for consumer and competitive safeguards at sensitive new gTLD "strings" - especially those that are related to regulated industries and professions. Apparently, along with trying to change who gets paid when the music gets played, the National Association of Broadcasters is lobbying Congress to require FM radio receivers to be built into phones and other mobile devices. I'm sure this is in part a reaction to the rise of streaming music apps like Pandora and the Public Radio Player, but they want FM receivers in not-so-smart phones too. more
