One of the primary purposes of global Internet Governance Forum (IGF) is to introduce a wide range of topics to newcomers and provide them with the opportunity to take back what they have learned in the hopes of establishing an understanding of the Internet Governance philosophy at the community or national level. As a first time participant at the 10th Global Internet Governance Forum (IGF 2015) that took place in Joao Pessoa Brazil, in early November of 2015, I felt the burden of being a representative from a developing country, a place where discussion of important issues is limited to a small group of individuals, often in informal settings, over coffee or in my case, green tea. more

Two quick facts about American industry's resilience against cyber-attack, (1) our critical infrastructure is inadequately protected and (2) federal regulation will be required to fix the problem, reliance on market forces alone will not be sufficient irrespective of whether or not Sony Pictures survives. Although regulation is needed, it needs to be coordinated and, above all, cost-effective. Which agency is charge of regulating cybersecurity? Right now, it's a free for all with agencies staking out turf and claims of authority. more
This year's Cisco Collaboration Summit was a step up from last year, and I say that for good reason. Last year's event was good -- all of Cisco's events are good -- but the venue was too small and it took away from the messaging. For 2010, Cisco went out of town to the classy and classic Arizona Biltmore in Phoenix. They don't build them like this anymore, and to me, this setting did far more justice for what Cisco has to say about collaboration. more

In reality, it has actually only existed as the ITU since 1934, and the pieces prior to that point stretch back 165 years to 1850. In reading a Q&A with Verizon's Brian Whitten I found this striking Q and A: "Q. With a fiber connection being symmetric, many fiber providers such as Paxio are providing symmetric connections such as 5Mbit, 10Mbit, 30Mbit. Why is Verizon keeping this arbitrary asymmetric limit with Fiber? A. ...Indeed, our FTTP network can easily support a symmetric data service. As market dynamics change, we would re-assess the benefit to our customers of introducing a class of symmetric data services." My reaction is "No thank you, I'd rather do it myself". To understand my reaction you need to recognize the difference between wanting to build my own bridge across a stream and asking why I'm not allowed to cross it myself using my own boat. more

There was a headline in a recent FierceTelecom article that I thought I'd never see - Jeffries analyst says the rural broadband market is ripe for investment. In the article, analyst George Notter is quoted talking about how hot rural broadband is as an investment. He cites the large companies that have been making noise about investing in rural broadband. Of course, that investment relies on getting significant rural grants. more
The Google Fiber project is receiving international attention. This in itself is a good thing, since it brings the benefits of high-speed FttH infrastructure to the attention of large numbers of people in business and government who will not have to deal with such developments on a regular basis... At the same time we have to look at Google Fiber from the point of view of operating in the American regulatory environment. Yes, we can all learn from its disruptive model, and particularly when the results of the more innovative elements of the services begin to kick in; but for other reasons there is no way that this model can be replicated elsewhere. more

A few months ago, I reported on the broader market of which telecommunications infrastructure is a part. I mentioned data centers, cloud computing and data analytics (big data). All together, we can perhaps best call this digital infrastructure. While the importance of this merged set of infrastructures will benefit all economies and societies, I recently focused on regional developments as basically every region and every mid-size town will need to have a digital hub for local computing workloads and storage. more
Former Southwestern Bell CEO, now General Motors CEO Ed Whitacre famously accused Google of free-riding his network, despite the obvious truth that Google pays for traffic delivery to peering points and ISPs gladly enter into reciprocal peering agreements in lieu of cash transactions that would likely result in a near zero payment as roughly equivalent traffic balances out. Mr. Whitacre did raise a legitimate question whether there are free riders and I'm seeing one darling and one unexpected group flying below the radar. more
