When the Internet Service Provider is Government-Owned Monopoly: Cuba’s Forthcoming 3G Pricing Model

Jorge Luis Valdés Hernández, Director de Servicios Convergentes de la Vicepresidencia de Integración Comercial de ETECSA, described the forthcoming changes to their mobile Internet service in a recent press conference. (He also has a very long job title). To be honest, the press conference coverage left me a bit confused, but this is some of what he said as I understood it. more

WordPress Now Powers 39.5% of the Web

Last month in the annual "State of the Word" presentation for 2020, Automattic CEO and WordPress co-founder Matt Mullenweg announced that WordPress now powered 39% of websites, as measured by W3Techs. The number has actually grown a bit more since that time to 39.5%.1 Perhaps by next month it will pass 40%. What is more remarkable to me is to see that in December 2020, for the first time, the number of sites using WordPress passed the number of sites that were NOT using any form of content management system (CMS). more

Analysis of Wireless Broadband Plan in 2nd Stimulus Package

While it was good to see that the Administration included telecoms in its new stimulus package - which was launched in September 2011 - the concerns expressed when the project was announced last year still persist. Wireless is not a solution to the significant broadband problems the USA is facing. ... The new plan seems to be driven more by the failed attempts in previous initiatives to roll out more broadband infrastructure. more

Now Is the Time to Act: The Technical Community Must Engage in Support of Multistakeholderism

Over the next two years, several global dialogues about our shared digital future are taking place -- and big changes could be in the cards. An intensive series of negotiations will see United Nations (UN) Member States weigh in on the future of digital cooperation -- and multistakeholderism finds itself under the spotlight. The multistakeholder model allows everyone who has a stake in the internet to meaningfully engage in discussions and decisions about its future on equal footing, but a number of critics are calling for change. more

Disclosing Unique User IDs in URLs Doesn’t Violate ECPA - In re Zynga/Facebook

In separate lawsuits, plaintiffs alleged Facebook and Zynga violated the Stored Communications Act (in Zynga's case, also the Wiretap Act). The crux of plaintiffs' allegations was that when a Facebook user clicked on an ad or a link, the HTTP request sent by the browser included the user's Facebook ID and the address of the webpage the user was viewing when he or she clicked the link. An end user's request to play Farmville would result in the transmission of similar information to third parties. more

FCC Nixes Starlink and LTD Broadband

On August 10, the FCC issued a press release denying the long-form applications of Starlink and LTD Broadband in the RDOF reverse auction. This is big news because these are two of the biggest winners of the reverse auction. LTD Broadband was the largest winner of the auctions at $1.32 billion, while Starlink had claimed over $885 million in the auction. more

Call for Participation - ICANN DNSSEC Workshop at ICANN62, Panama City

Would you like to share information about how you are using DNSSEC with the wider technical community? Do you have an idea for how to make DNSSEC or DANE work better? Or work with new applications? If so - and if you will be attending ICANN 62 in Panama City, Panama from 25-28 June 2018 - then please consider sending in a proposal to participate as a speaker in the ICANN 62 DNSSEC Workshop! more

.Org: ICANN’s Betrayals and its Opportunity to Act Now in the Public Interest

ICANN's repeated betrayals of the public interest have created the conditions for Ethos Capital's proposed purchase of .Org. The growing outrage directed at ICANN is raising questions about ICANN's legitimacy and the wisdom of having entrusted ICANN with oversight over the domain name system ("DNS"). ICANN has shown itself to be out of touch with and unresponsive to the public interest. ICANN now has an opportunity to remember its mission... more

Trump’s Strange WRC-19 Letter

The 2019 World Radiocommunication Conference (WRC-19) is underway. It is the latest in a continuum of treaty-making gatherings that began in 1903 and is devoted to the now 116-year-old art of globally carving up the radio spectrum among designated uses that is instantiated in the Radio Regulations treaty agreement. Not unexpectedly, the event includes designation of 5G spectrum that flows from the requirements long set in 3GPP and GSMA. more

The Early History of Usenet, Part VI: The Public Announcement

Our goal was to announce Usenet at the January, 1980 Usenix meeting. In those days, Usenix met at universities; it was a small, comaparatively informal organization, and didn't require hotel meeting rooms and the like. (I don't know just when Usenix started being a formal academic-style conference; I do know that it was no later than 1984, since I was on the program committee that year for what would later be called the Annual Technical Conference.) more

The Resurgence of Voice

One of the most interesting outcomes of the COVID-19 crisis has been a huge resurgence of telephone calls. While broadband usage is up 40% or more in some markets, the volumes of traditional voice calls have skyrocketed. Verizon says it's now seeing an average of 800 million calls per day, which is double the number of calls made on the last Mother's Day. Verizon also says the average length of calls has increased by one-third over recent averages. more

ICANN 58 Copenhagen: What to Expect

I don't know much about Copenhagen, except that Princess Mary of Denmark is really 'our' Princess Mary from Tasmania, Australia. The other thing I know is that it will be really cold. In terms of the ICANN meeting, there continues to be an element of dismay over the scheduling for this meeting, most notably reflected in a letter to ICANN's CEO from the GNSO Commercial Stakeholder Group. While it's good to get these issues on the table ... community should take ownership... more

What Is the Business Case for 5G?

There is much hype around 5G, but none of it is new. We saw the same propaganda -- fueled by the manufacturers -- in the run-up to the launch of the 3G and 4G versions of the mobile technology. Driverless cars and a range of other IoT applications can indeed potentially open new revenue streams. The reality, however, is that these markets might not eventuate until somewhere between 2025 and 2030. more

Fairness & Due Process Require Changes to ICANN’s “Updated Supplementary Procedures” to the IRP

The Updated Supplementary Procedures for Independent Review Process ("IRP Supplementary Procedures") are now up for review and Public Comment. Frankly, there is a lot of work to be done. If you have ever been in a String Objection, Community Objection, or negotiated a Consensus Policy, your rights are being limited by the current way the IRP Supplementary Procedures proposal is structured. With timely edits, we can ensure that all directly-impacted and materially-affected parties have actual notice of the IRP proceeding... more

PRISM, Multistakeholderism Cancer Scare, Montevideo Declaration, Brazil Summit: Where’s ICANN Going?

Many who attended the ICANN Durban meeting this summer will recall the open forum were speakers lined up to call on ICANN to either speed up or slow down the new gTLDs depending on their position or interest. I chose to address a different topic that no one was yet willing to tackle publicly. It was PRISM and the NSA surveillance scandals. In my intervention I was also the first to also publicly warn ICANN and Fadi Chehade directly that "Trust" in ICANN and Multistakeholderism face serious perils from the Snowden revelations... more
