A lot of ink and pixels have been spilled about the FCC's new rules for network neutrality. It's impossible to comment sensibly yet about the actual proposal, since as far as I know it's not been published anywhere, but the various news reports have left me confused about just what is being addressed. There are a number of different sorts of behavior that can result in performance differences to the end user... A new broadband trend has quietly entered the market. Both Starlink and T-Mobile are advertising broadband that can be used practically anywhere and are aiming new products at campers, hikers, and others that go to remote locations. According to T-Mobile, this is a huge market, with 15 million households taking RV trips yearly and 59 million people camping. more

News that Google and Verizon are negotiating "better than best efforts" Internet routing probably comes across as a betrayal of sorts to network neutrality advocates. Bear in mind that Information Service Providers ("ISPs") do not file public contracts known as tariffs and have the freedom to negotiate deals with individual clients. On the other hand ISPs, regardless of their FCC regulatory classification, cannot engage in unfair trade practices that achieve anticompetitive goals such a tilting the competitive playing field in favor of a corporate affiliate, or special third party. more

More than 40 years ago, the world of legacy telecommunications and network design formalism started the tendency with OSI (Open Systems Interconnection) and ISDN (Integrated Services Digital Networks). A few years later, the academic research community did it with their myriad host-to-host datagram protocols -- eventually calling one "the Internet." more
Consumers who have a choice are quickly deciding they don't need the old copper-based phone network, often known as POTS for Plain Old Telephone Service. We use our cellphones for talking even when we're not mobile. The cell phones have built in phone directories, easy ways to return calls, the ability to call a number on a web page; and we don't share them with our parents or children... It's a good year for traditional phone companies when they don't lose more than 10% of their POTS lines. more
The Internet is currently full of news articles describing how the FCC will soon be putting to bed the last vestiges of its order a few years ago to eliminate net neutrality rules. The order that is widely being called the net neutrality ruling was a far-reaching change at the FCC that essentially wrote the FCC out of any role in regulating broadband. more
No baby boomers had been born when Congress enacted Title II of the Communications Act in 1934 as a means of regulating the Bell telephone monopoly, and the first Millennials were in elementary school when that monopoly was broken up in 1983. Title II was set to die along with plain old telephone service until the Obama administration decided Title II should be used to implement net neutrality -- the principle that consumers should have reasonable access to internet functionality. more
I gave a talk yesterday at Northwestern called A DNS in the Air. My idea is that, in order to scale, the emerging wireless Internet needs something analogous to the domain name system (DNS) -- the infrastructure that allows you to reach sites across the Net. Billions of mobile phones, and even more billions of connected sensors and other wireless devices will completely overwhelm our current spectrum management regime. AT&T Wireless estimates we will need between 250 and 600 TIMES the current wireless capacity in 2018, less than a decade from now. more
Starlink recently launched a new webpage that advertises the future ability to deliver text, voice, and data to 4G cell phones via satellite. The texting service is supposed to be available in 2024, with voice and data coming in 2025. The service will require a user to have a view of the open sky. more
In "Net Neutrality: Discrimination, Competition, and Innovation in the UK and US", Alissa Cooper and Ian Brown explore the relationship between two broadband regulatory regimes and their practical outcomes. The paper is of (paradoxical) interest as it (unintentionally) demonstrates how policy is being made without sufficient understanding of packet network performance. This paper contains many common fallacies about performance. These fallacies are fuelling misdirected conflicts over broadband regulatory policy. The underlying (false) assumption is that 'neutral' (aka 'non-discriminatory') networks exist. more
