Yesterday's post explained how peer-to-peer (P2P) applications use the processing power, bandwidth, and storage capacity of participants in a service rather than centralized resources. This makes such applications generally less subject to catastrophic failure, much less subject to running out of resources (since each new user brings new capacity as well as new demand), and much cheaper FOR THE PROVIDER of the application in terms of hardware and bandwidth required. Just in the last two weeks, two stories in the United States hit the press that highlight behavior from ISPs that would have likely have violated the Net Neutrality rules that were killed by Ajit Pai's FCC. The big ISPs have been surprisingly quiet and have not loudly violated those rules, even though they are no longer in effect. The industry speculation is that the big ISPs are treading lightly because they don't want to trigger a regulatory overreaction should there be a change of party in the administration or Congress. more
Since the dust has settled from a stinging defeat in federal court, the FCC has decided to move on its own to settle the broadband regulation dispute. With a 3-2 vote the commission issued a Notice of Inquiry that would set the stage for more regulatory authority of broadband. It seems ironic that the motivating factor was the court case brought by Comcast in Federal District Court to immobilize the FCC's efforts to sanction the service provider from throttling Bit Torrent, file sharing customers. more

Developments in LTE are also going to have a significant impact on the unlicensed spectrum, which is currently used by billions of people through their WiFi modems and WiFi services in cities, cafes, airports and other venues. Known as LTE Unlicensed (LTE-U) or Licensed-Assisted Access (LAA), this technology can also ride on top of WiFi networks (without utilising the mobile service), providing high-speed broadband access to users. more

In 2014, Cuba embarked on a program for the "informatization" of society and "advances in the informatization of society" was the theme of the short videos by ETECSA president Mayra Arevich Marín and Vice Minister of Communications Wilfredo González... I was struck by the emphasis on the Cuban national intranet, as opposed to the global Internet... This emphasis is reflected in the relatively low price of intranet access and the continued development of Cuban content and services. more

If approved, the code would technically be voluntary for Canadian ISPs, but the active involvement of government officials suggests that most large providers would feel pressured to participate. The move toward an ISP code of conduct would likely form part of a two-pronged strategy to combat malicious software that can lead to cybercrime, identity theft, and other harms. First, the long-delayed anti-spam legislation features new disclosure requirements for the installation of software along with tough penalties for non-compliance. more
Hurricane Sandy caused major damage in both the Caribbean and the North-Eastern part of the USA. In an earlier article (RIPE Atlas - Superstorm Sandy) we showed data on 15 RIPE Atlas probes that are located in or near the affected areas in the USA. Most of these locations now appear to be back to normal round trip times to targets we monitor. But the effects of Hurricane Sandy were felt beyond the immediately affected area. more
On June 5th Elon Musk said SpaceX had nearly 500,000 customers in 32 nations and 9 languages. By now, there must be 500,000 customers, most of whom are in the U. S. and Canada, and their performance is suffering. In the first quarter of this year, OOKLA reported that the median Starlink download speed fell from 104.97 to 99.55 Mbps in the U.S. and from 106.64 to 97.4 Mbps in Canada. more
There is an interesting recent discussion in Europe about net neutrality that has relevance to the U.S. broadband market. The European Commission that oversees telecom and broadband has started taking comments on a proposal to force content generators like Netflix to pay fees to ISPs for using the Internet. I've seen this same idea circulating here from time to time, and in fact, this was one of the issues that convinced the FCC first to implement net neutrality. more
