In fact WiFi (technically standard 802.11) and WiMAX (802.16) don't compete for broadband users or applications today. That's partly because WiFi is widely deployed and WiMAX is still largely an unfulfilled promise and partly because the two protocols were designed for very different situations. On Monday the Wall Street Journal published an article alleging that Google was trying to arrange a "fast lane for its own content" with telecom carriers and contending that Google and Professor Lessig were in the midst of changing their position on network neutrality policy. The WSJ reporters received a lot of flak for the piece -justifiably so. There was no real "news" in this news article. more
The Wall Street Journal and others are reporting that the Recording Industry Association of America is adjusting its strategy for combating the massive infringement occasioned by the sharing of music files over the internet. Since 2003, that strategy has been to pursue copyright infringement cases against individual file sharers. The RIAA now says it will focus less on pursuing infringement litigation and more on working with internet service providers to shut down the accounts of individuals suspected of illegally trading files. more
Early this month I attended the 3rd Internet Governance Forum in Hyderabad, India. The overall theme of the 4-day meeting was "Internet for All"... Last Friday, I spent a couple of hours in the morning on email before I got cutoff around 10am. I have 2 DSL lines at home through 2 different ISPs, I tried both lines but they were both down. I thought something wrong happened at the local exchange and decided to turn off my computer and enjoy my weekend. The last thing I could have thought about then was that what happened back in January 2008 was happening again in less than a year! more
The end of the year is approaching which seems to be a harbinger of Internet disasters. Four years ago (on 24 Dec. 2004), TTNet significantly disrupted Internet traffic by leaking over 100,000 networks that were globally routed for about an hour. Two years ago (on 26 Dec. 2006), large earthquakes hit the Luzon Strait, south of Taiwan, severing several underwater cables and wreaking havoc on communications in the region. Last year there was a small delay. On 30 Jan. 2008, more underwater cables were severed in the Mediterranean, severely disrupting communications in the Middle East, Africa, and the Indian subcontinent. Calamity returned to its customary end-of-year schedule this year, when early today (19 Dec. 2008) several communications cables were severed, affecting traffic in the Middle East and Indian subcontinent. more

As long as US telecom is duopoly dominated, a neutral Internet is endangered if not impossible; regulation of this kind of concentrated power is necessary but is unlikely to be sufficient. The solution, IMHO, is to dilute the power of the duopoly so that consumers can buy whatever kind of Internet access they want. Countries like the UK with a competitive ISP market do not seem to have net neutrality problems nor require net neutrality regulation and have better Internet access than we do at lower prices. more
Today's Wall Street Journal has a bogus, misleading story claiming that Google has been making deals with telephone and cable carriers that violate Network Neutrality. My BS detector was triggered by paragraph five, which reads: "One major cable operator in talks with Google says it has been reluctant so far to strike a deal because of concern it might violate Federal Communications Commission guidelines on network neutrality. 'If we did this, Washington would be on fire,' says one executive at the cable company who is familiar with the talks..." more
The FCC is looking for an organization to provide free, slow, and censored Internet access. The censorship apparently would include email as well as websites. According to an article in today's Wall Street Journal: "Outgoing Federal Communications Commission Chairman Kevin Martin is pushing for action in December on a plan to offer free, pornography-free wireless Internet service to all Americans, despite objections from the wireless industry and some consumer groups [nb. and from me]... The winning bidder would be required to set aside a quarter of the airwaves for a free Internet service [nb. the WSJ hasn't got that part quite right]." more
It depends on whose numbers you like. Andrew Odlyzko claims it's up 50-60% over last year, a slower rate of growth than we've seen in recent years. Odlyzko's method is flawed, however, as he only looks at public data, and there is good reason to believed that more and more traffic is moving off the public Internet and its public exchange points to private peering centers. Nemertes collects at least some data on private exchanges and claims a growth rate somewhere between 50-100%. more
Thus far, the debate over broadband deployment has generally been between those who believe that private telecom incumbents should be in charge of planning, financing and building next-generation broadband infrastructure, and those who advocate a larger role for government in the deployment of broadband infrastructure... Tim Wu and Derek Slater have a great new paper out that approaches the problem from a different perspective: that broadband deployments could be planned and financed not by government or private industry, but by consumers themselves. more
Ahh, so the telecom incumbents have come up with a "new" idea for the Internet -- usage-based pricing. That's right, more usage (for things like VOIP and video especially) means more costs to operate the network, so users should pay by the bit, or some similar metric. It's all so logical! But wait a minute. I thought what sparked the consumer Internet revolution was the fact that ISPs didn't charge by the minute, but offered flat-rate monthly fees. And what catalyzed the boom in cellular usage here in the US was the shift from heavily usage-based pricing to the largely flat rates we see today... more
This morning, the CRTC issued its much-anticipated ruling in the CAIP v. Bell case, the first major case to test the legality of Internet throttling. The Commission denied CAIP's application, ruling that Bell treated all of its customers (retail and wholesale) in the same throttled manner. This points to the challenge in this case -- it was not about discriminatory network practices per se, but rather about wholesale shaping in a specific context. more
Emboldened by their summertime victory against Comcast, advocates of network neutrality said Thursday that the next front in battle for the principle would be against wireless carriers who make "unreasonable" network management decisions. In a panel discussion on managing wireless networks at the Wireless Communications Association conference here, Free Press Policy Director, Ben Scott and Google Telecom Counsel, Richard Whitt said that the FCC's Net neutrality principles would bar discrimination over wireless networks -- while conceding that the networks are, for the time being, more bandwidth-constrained than wired-based network. more
