The second phase of the Dubai Debacle is now well underway. The first of the ITU-T bodies, the World Telecommunication Standardization Assembly (WTSA) finished its ten day meeting. The second body, the World Conference on International Communication (WCIT) completed its second day. WTSA shapes the ITU T organization and detailed agenda, while the WCIT gives it a treaty-based construct with regulatory mandates. WTSAs occur every four years; WCITs every twenty-five - although there is a proposal to hold them more frequently. more

Traditionally, the Internet Corporation for Assigned Names and Numbers (ICANN) coordinates the Internet Assigned Numbers Authority (IANA) functions, which are key technical services critical to the continued operations of the Domain Name System (DNS)... The latest ICANN Applicant Guidebook was released in mid-April and covers the introduction of new generic Top Level Domains (gTLD). The introduction of new gTLDs has been an ongoing conversation for more than a decade. We have an opportunity to approve the final draft in time for consideration of the new gTLD implementation program during the ICANN Board meeting, which will be held on Monday, 20 June 2011, in Singapore. Last week, the much-anticipated Governmental Advisory Committee (GAC) Early Warnings on new gTLD applications were finally issued. And the GAC didn't disappoint. A total of 242 warnings were issued on 163 strings (including 31 strings applied for by Radix). The GAC warnings yet again show that Africa is perfectly capable of being at the top of league tables -- for the wrong reasons. more

ARIN is one of five Internet registries worldwide that coordinate the distribution and administration of number resources. .ORG, The Public Interest Registry has, since its inception, advocated for policies designed to reflect the public interest, namely of fair and open competition that benefits not only .ORG, but all Internet users. ICANN is now faced with a critically important decision on whether to remove the trusted and proven safeguards that prevent domain name registrars from owning and operating domain name registries. The Internet's users rely on domain name registration information for vital purposes, including providing security, problem-solving, and legal and social accountability. The data is so important that users perform more than two billion WHOIS queries every day. ICANN has instituted new data policies over the last two years, and is also directing a migration to a new technical protocol, RDAP, that will replace WHOIS access in the near future.
