In recent months the Internet has been buzzing about the prospect of a United Nations "takeover" of the Internet, including responsibility for governance of the domain name system. The concern hit a fever pitch late last month when the U.S. Congress held hearings on the issue. A steady stream of technology companies and consumer groups expressed fears with potential U.N. and foreign government involvement and members of Congress pledged to take a strong stand against the takeover. more
It was predictable, and inevitable, I suppose, that the end game of a search for a more accountable ICANN would devolve to a lawyer's contest. When there is money on the table, and when global politics are invoked to one degree or another, it is the lawyers who are tasked to translate lofty goals into precise words on paper that will survive the inspection of judges and courts. US Federal Communications Commission (FCC) Chairman Julius Genachowski today reaffirmed his commitment to network neutrality and said that the FCC will go after anyone who violates its tenets. "One thing I would say so that there is no confusion out there is that this FCC will support net neutrality and will enforce any violation of net neutrality principles," said Genachowski told The Hill newspaper when asked what he could do in his position to keep the Internet fair, free and open to all Americans. more

Many voices are hailing February 26th as a watershed day in the history of the Internet in the United States. After a year of loud argument, frequent misrepresentations, and epic flows of political contributions, the FCC has restored the open Internet rules which prevailed from 2010 until struck down in a court ruling last year. And it has done so with new reliance on existing provisions of U.S. telecom law which it believes will pass judicial scrutiny. more

On Monday, the Federal Communications Commission and Verizon, one of the largest Internet service providers, squared off in a two-hour session of oral arguments -- three times as long as was scheduled." more

ICANN can take a lesson from the ebullient Buzz with respect to accountability and transparency. Just as Buzz believed he could fly beyond infinity, ICANN should view full implementation of the Accountability and Transparency Review Team (ATRT) recommendations not as the last stop, but as the next stop on its important journey of accountability and transparency. more
NIST has released a revised FIMSA Implementation Schedule that omits a previously planned Second Public Draft of SP 800-137: Information Security Continuous Monitoring for Federal Information Systems and Organizations. Instead, NIST plans to proceed directly to a Final Public Draft, now expected in May 2011. more
Federal databases, such as those being compiled by the Consumer Financial Protection Bureau and the Federal Trade Commission, contain data about many people and businesses. Although some of this data may be protected personal information (PPI), there is also extensive information in federal databases that is publicly disseminated via the internet. If the information is wrong, it has the potential to be a vector of tortious mischief. more

The French are good at 'doing' infrastructure. The country takes pride in a civil service which has been progressively centralised since the efforts of Cardinal Richelieu in the mid-17th century. The well-funded health system is among the best in Europe. The generously subsidised rail service, the SNCF, also rates highly. These and other components of the modern French State cost money, and the government has rarely proven shy in supporting big ideas, particularly if they are so readily equated with public welfare and benefit. more
