The FCC has run three days of workshops on the National Broadband Plan now, for the purpose of bringing a diverse set of perspectives on broadband technology and deployment issues to the attention of FCC staff. You can see the workshop agendas here. The collection of speakers is indeed very diverse. As you would expect, the session on eGov featured a number of government people and a larger collection of folks from the non-profit sector, all but one of whom has a distinctly left-of-center orientation. Grass-roots devolution arguments have a leftish and populist flavor, so who better to make the argument than people from left-of-center think tanks? more
The American Registry for Internet Numbers (ARIN) has launched a comic book series to further help raise awareness for the adoption of IPv6 and other matters dealt by the organization. The comic books, called "Team ARIN", are fictionalized views of the organization, its processes, and the whole concept of Internet governance. "Though our heroes are fictional, the issues they face are very real," says ARIN. more
The main reason for developing a new internet protocol was based on lack of address; however this was not the only reason. Unfortunately, many people think of IPv6 only as enormous address space, but there are a lot of other advantages, for example... authorizations and authentication function are implemented directly in the protocol and are mandatory... automatic configuration of network interfaces based on their physical address... protocol itself recognizes data streams which must be transmitted in real time, and the data must be processed with highest priority... more
I did a 2 hour interview on October 23rd with John Curran, Board Chair of ARIN the North American Regional Internet Routing Registry for the last decade. I now understand what is at stake with IPv6. Outside of a key core group of network engineers I think darn few people do understand. And not all of them agree on how the scenario plays out though virtually all say the situation is very serious. John believes that it is huge. It is as big as Y2K except no one knows a precise date by which everything has to be done... more
NetworkWorld is running an article today that talks about the announcement from ARIN (the American Registry for Internet Numbers) of the ARIN Board resolution calling upon ARIN to no longer be "neutral" in the IPv4 vs IPv6 space and instead work to actively encourage migration to IPv6... Until now, ARIN and the other RIRs have generally been fairly neutral in the IPv4 versus IPv6 debate and have not shown a preference in allocation, but this announcement from ARIN shows the first signs of change. more
In the last few years there have been many discussions on how the Internet is governed, and how it should be governed. The whole World Summit on the Information Society (WSIS) ended talking about this problem. It caused exchange of letters between the US Secretary of State and the European Union presidency. And it caused a public discussion, organized by the US Department of Commerce on that issue. I saw some reflection of this discussion and here are some comments on that. In a paper entitled "DNS Détente", written in the authors' personal capacities, Tricia Drakes (a former member of the ICANN Board) and Michael D. Palage (a current member of the ICANN board) have attempted to address some of the unresolved issues of the recent Preparatory Committee (PrepCom) 3 session in Geneva as discussions head to the final phase of the World Summit on the Information Society (WSIS) in Tunis (Nov 16 to 18, 2005). More specifically, the paper focuses on one of the "fundamental stumbling blocks to the continued evolution of Internet Governance"; The insistence of the United States Government (USG) that it retain its historically exclusive role in connection with authorizing changes to the Root A server, particularly with respect to country code top-level domains (ccTLDs). A paper by Tony Hain was recently published in the Internet Protocol Journal which sparked a debate on Slashdot. Particularly, Tony's paper suggested that IANA will run out of IP addresses in 5 years or less. However, there is another paper written by Geoff Hutson which projects that we have enough IPv4 address until 2022. The differences got most people confused. So who is right? more

The ITU-T has proposed a new system of country-based IP address allocations which aims to satisfy a natural demand for self-determination by countries; however, the proposal also stands to realign the Internet's frontiers onto national boundaries, with consequences which are explored here. ...we do indeed see the Internet as a single entity, and we even speak of the Internet's architecture as if there was one designer who laid out a plan and supervised its construction. But despite all appearances, the Internet landscape is indeed made up of many separate networks... This article will explore these issues, particularly in light of recent proposals to introduce new mechanisms for IP address management, a prospect which could, over time, substantially alter both the geography of the Internet, and its essential characteristics as a single cohesive network. more

On 21 August 2023, ICANN org. made its position in relation to the current state of the UN's Global Digital Compact (GDC) clear in a blog post by Sally Costerton (ICANN CEO), John Curran (ARIN), and Paul Wilson (APNIC), entitled "The Global Digital Compact: A Top-down Attempt to Minimize the Role of The Technical Community." The publication strongly criticizes the GDC's attempt at folding the technical community into the civil society umbrella under a "tripartite" approach also involving the private sector and governments, as proposed by the Secretary-General's Envoy on Technology, Amandeep Gill. more
