Vint Cerf, on the Google Public Policy blog sees this as a very interesting vision. Indeed, it closely links the issue of openness of the Internet to several obvious and not-so-obvious factors. more
The question is not uncommon these days for someone who has been the principal historian on the ITU over the past 40 years. The short answer is that the institution should do just fine. Indeed, the appearance of bizarre phenomena like Trump, enhance the value and trustworthiness of a stable, globally inclusive intergovernmental venue dealing with matters that by their nature require worldwide cooperation and is buttressed by one of the most highly regarded Secretary-Generals in its history. more

Last week there was a flurry of stories about China's 3G plans after Jonathan Dharmapalan of Ernest & Young was quoted as saying he expected it to take 12 to 24 months from the start of China's commercial TD-SCDMA trials, i.e. from now, until 3G licenses were issued. But there was little analysis or comment on what's really happening. 3G licenses are a formality. They delay the deployment of 3GSM & CDMA 2000 which could otherwise happen rapidly -- just plug new cards into existing radios and offer established handsets (already being manufactured, in China, for the world market). more
Bobbie Johnson, technology correspondent for The Guardian, was kind enough to quote me along with Vint Cerf (nice to be in good company) on the importance of building an online economy and an online government. Vint said: "You know how they say opportunity lies on the edge of chaos? Maybe that's going to be true here too." So far our telecommunications infrastructure has largely been privately built and financed. Why should that change now? It's unusual for government to do anything as well as the private sector. more
There is a difference between rhetorical leadership and actually instituting regulations. As the Canadian Radio-television Telecommunications Commission (CRTC) chair Konrad von Finckenstein said on October 21: "Canada is the first country to develop and implement a comprehensive approach to internet traffic management practices." In a regulatory policy decision, the CRTC affirmed that it already has sufficient legislative authority within Canada's Telecom Act to police discriminatory practices by ISPs. Similar clauses do not exist in US legislation. more
"Outside applications need to be on an equal footing with our own applications," John Donovan said at a SUPERCOMM keynote here in Chicago. "My jaw dropped," one of his colleagues told me a few minutes later, because this is a reversal of AT&T's long-standing position they needed to be able to favor their own applications. AT&T D.C. needs to listen closely to their own CTO, because they are throwing everything they have in D.C. at preventing "non-discrimination" being included in the FCC Net Neutrality regulations. more
I've said it before, and I'll say it again. The biggest threat to the Internet innovation ecosystem from network operators is not discrimination but terms of interconnection. Metered billing, bandwidth caps, and wholesale transit fees can all be implemented consistently with net neutrality rules. And in practice, net neutrality will be limited to "legal" content... more
The October Senate Commerce, Science, and Transportation Committee hearing on the commercial satellite industry provides a current example of effective government support of new communication technology. The hearing focused on broadband access, primarily from low-Earth orbit (LEO) satellites. Witnesses from four companies - Intelsat, OneWeb, ViaSat and SpaceX - testified and the tone of the hearing was set by the opening statements of Committee Chairman John Thune and Ranking Member Bill Nelson. more
The Wall Street Journal is reporting the terms of a yet unannounced deal which will finance a massive rollout of WiMax by a Sprint-Clearwire joint venture. Outside funding is to be provided by Intel, Google, Comcast, and Time Warner Cable as well as Bright House, a small cable company. Assuming the deal is for real, this is good news for US users of broadband and, indirectly, other users around the world. more
On my flight back from Washington, DC last night, I prepared much of what follows, minus references. Today, while looking for references, I uncovered a very recent (6 June 2012) posting to the ITU blog that seemed entirely appropriate to mention here. It is fascinating reading, and I especially like one snippet "we are not about to take over the Internet - that suggestion is frankly ridiculous". I quite agree and hope that the ITU is genuinely interested in working with others to ensure that nothing of the sort happens. Now on to what I had prepared. more
Last September, I asked what had happened to the proposal for a branch connecting the ARCOS undersea cable, which has a landing point in North Miami Beach, to Cojimar, Cuba. The consortium that operates the cable had applied for permission to connect Cuba in July 2018, and the FCC granted a request for streamlined processing, which should have taken less than 45 days, but nothing happened until September 2020 when the application was referred to a Justice Department committee... more
This morning, the CRTC issued its much-anticipated ruling in the CAIP v. Bell case, the first major case to test the legality of Internet throttling. The Commission denied CAIP's application, ruling that Bell treated all of its customers (retail and wholesale) in the same throttled manner. This points to the challenge in this case -- it was not about discriminatory network practices per se, but rather about wholesale shaping in a specific context. more
Ed Richards, Chief Executive of Ofcom, was at Columbia today... NN (Net Neutrality) debate does give us insight into importance of disclosure to consumers -- consumers should be able to switch providers, and they should know which ISPs are making prioritization decisions. This should be an obligation of suppliers to communicate this information to consumers. In particular, he says that Ofcom is actively exploring whether network operators whose traffic shaping activities change materially should have to tell consumers -- and if these changes are significant consumers should be allowed to break their contracts with the provider without penalty... more
