After every major hurricane, like the category 4 Ida that recently hit Louisiana, there is talk in the telecom and power industries about better protecting our essential power and communication grids. There was major damage to grids and networks in Louisiana from hurricane winds and storm surges and massive flooding in the mid-Atlantic from Western Maryland to New York City. One thing that we've learned over time is that there is no way to stop storm damage. more
While attending the International Telecommunications Society's 17th bi-annual conference I attended yet another network neutrality session. Economists predominated at this conference and their collective read on network neutrality emphasizes the need for ISPs to "extract value" from content providers primarily by converting zero cost peering with ISPs into specific payments from individual content sources. I have no problem with offers of non-neutral, "better than best efforts" routing options to content providers who voluntarily opt in, particularly if the offer is made transparently and anyone can opt in. The FCC proposal in its recently launched National Broadband Plan to share infrastructure is a very smart initiative indeed. Sharing infrastructure makes a lot of sense. Without it the business model for universal high-speed broadband will not stack up -- the costs of infrastructure is one of the most critical elements in any national broadband plan. Australia is following an identical course with the rollout of their National Broadband Network. In all six current rollout sites utilities are either already involved or are negotiating to become involved. more

The Mexican telecoms and broadcasting magnate Carlos Slim -- the wealthiest man in the world and owner of the business conglomerate Grupo Carso -- has put a 28% bid for the Netherlands' incumbent telco KPN on the table. This is a very interesting and significant move. As is often the case, new winners tend to arrive when previous winners become losers, especially when they are becoming weaker and thus easier to attack. more
Unfortunately, no matter what else the stimulus bill may or may not have done, it's slowed down the rate of broadband deployment in the US over the last year. The Rural Utility Service (part of the US Agriculture Department) and NTIA (part of the US Commerce Department) have awarded only 15% of the first round money they promised to make available. The USDA Rural Development's Rural Utilities Service (RUS) has now spent the $250 million committed for smart grid technologies. To this has been added an additional $201 million in funding approved by the Agriculture Secretary to electricity utilities in eight states to install smart grid technologies and improve their generation and transmission facilities. The beneficiaries are spread among a large number of states. more
With the arrival of mobile saturation stagnation is occurring in telecoms revenue growth in most developed telecoms markets. Voice traffic is increasingly moving onto IP-based systems, which are either free or at very low cost to its users. This is taking place on both the fixed and mobile networks. While in the case of corporate and government organisations nearly all fixed voice traffic has moved to IP-based systems, in the SME and consumer market this has not been the case. more

A key element of the World Conference on International Telecommunications (WCIT) is to connect the people around the world who are not yet connected. These are people in developing economies, but also people in rural areas within developed economies, as well as the 650 million people with disabilities. The question is whether the International Telecommunications Regulations (ITRs) that are being discussed at WCIT can assist in this. If we go back to 1988, when the current ITRs were first established, the focus was on access and interoperability. more
According to Level 3, a major long haul Internet Service Provider, Comcast has demanded a "recurring fee" when Level 3 hands off movie and other high capacity video traffic for delivery by Comcast to one of the cable company's subscribers. This demand warrants scrutiny, perhaps less in the context of Network Neutrality and more in terms of further diversification (unraveling) of the peering process. more

We have seen how Bush politicized the Justice Department and are much more aware thanks to John Dean's Broken Government and Charlie Savage's Take Over of the intense desire to aggregate executive power to feed the Addingtons belief in the Unitary Executive. We now know that Cheney was meeting with the energy industry in early 2001 promising them whatever they wanted. We may begin to ask what the domestic telecoms industry was being promised? more
