NANOG 69 was held in Washington DC in early February. Here are my notes from the meeting. It would not be Washington without a keynote opening talk about the broader political landscape, and NANOG certainly ticked this box with a talk on international politics and cyberspace. I did learn a new term, "kinetic warfare," though I'm not sure if I will ever have an opportunity to use it again! more

Cloud Computing Struggles: Prevent and Overcome

By 2018, the private cloud market will be worth almost $70 billion, according to a report from Technology Business Research and reported by eWeek, while cloud-based security services are predicted to reach more than $3 billion in 2015. Despite these gains, however, there are struggles: Information Management points to research that found that 88 percent of companies adopting the cloud experienced at least one "unexpected challenge," and on average survey respondents used three cloud vendors to find the right mix of pricing and services. more

The Path Forward: Accountability Through the IANA Transition

It's clear that the US government is intent on dropping its legacy contractual role for the IANA functions. Whatever your views on the wisdom or timing of that decision, the challenge now is to ensure that the transition leaves ICANN in the best possible position to succeed. Arriving yesterday to the island nation of Singapore felt strangely appropriate. ICANN Must Address Domain Tasting Ripple Effects

A registrar who also engages in domain tasting can inadvertently create ripple effects throughout the domain name industry. Thus, domain name owners must exert pressure on ICANN to reduce this risk. We are now experiencing ripple effects from the subprime market and its repercussions on related markets. ...there can be a problem when registrar functions and domain tasting are conducted by the same entity. Everybody agrees, all .WINE applicants want to find where the buck is going to stop, as far as the strange stalemate we have been in for so many months. Situation? "What situation?" Consensus Polling: ALAC Shows the Way

ICANN is about to make the jump from "merely excavating" to efficiently mining top-quality jewels. I say this because ICANN's At-Large Advisory Committee (ALAC) has reached unanimous consensus on their internal Self Review. As the New Zealand meeting drew to a close, a weary ALAC was ready to give up on creating a consensus Self Review. The familiar ICANN collaborative process of emailing Word attachments had "excavated" ALAC into the also familiar ICANN mire of "deeply divided over competing versions." more

It’s the Latency, FCC

Section 706 of the Telecommunications Act of 1996 orders the FCC to "encourage the deployment on a reasonable and timely basis of advanced telecommunications capability to all Americans." On October 25, The FCC issued a notice of inquiry (NOI) into how well we are doing and invited comments. The NOI points out that COVID and the concomitant increase in the use of interactive applications has "made it clear that broadband is no longer a luxury... more

The Rest of the World Is Still Waiting…

Good news. In now my 15th ICANN meeting or so it's clear that the internet governance community is finally taking some real note of the rest of the world -- including the over 50% of humankind that doesn't use Latin script characters to communicate. In fact, talk of emerging markets is everywhere at the San Francisco ICANN meeting this week. The ICANN Board and Government Advisory Committee (or GAC, a group of government representatives that advise the Board) are talking about the needs of developing countries. more

ICANN, the private, non-profit, US-based organization is a key player in the global Internet governance ecosystem because it coordinates the Internet's unique identifiers and domain name system. In addition, ICANN develops policies that govern the DNS and addressing system of the Internet. For this reason, and the very model on which the organization's work is based, many countries take participation in ICANN very seriously... To hear ICANN tell it, their work is based on a "bottom-up, consensus-driven, multi-stakeholder model." more

Craigslist Gets a $40 Million CAN-SPAM Judgment

Classified ad site craigslist is famously protective of its contents. While they are happy for search engines like Google to index the listings, they really, really do not like third parties to scrape and republish their content in other forms. In 2013 craigslist sued a company called 3taps which had created an API for craigslist data. They also sued real estate site Padmapper, which showed craigslist and other apartment listings on a map, something craigslist didn't do at the time. more

Facebook’s “Supreme Court” Has Implications for International Law

Last year, Facebook created its widely dubbed "Supreme Court" (officially the Oversight Board) in an effort to outsource some of the platform's most difficult content decisions. By all accounts, Facebook hoped the Board would have global legitimacy to make the toughest content decisions and help avoid reputational damage for being biased, arbitrary, tone-deaf, or worse. more

Cyber Diplomacy History at Foggy Bottom: The Latest Chapter

Foggy Bottom is the local affectionate name for the U.S. State Department -- because of its location near a former low-lying Potomac River lagoon in Washington DC. It recently announced the appointment of Nate Fick as the head of its "Bureau of Cyberspace and Digital Policy," pending Congressional approval because it is wrapped up with ambassadorial status. The term "cyber" in this international diplomacy context has come to include all manner of electronic communication and information systems and services, i.e., ICT. more

Wireless Innovations for a Networked Society

Last week, I had the honor of moderating an engaging panel discussion at Mozilla on the need for community networks and the important role they can play in bridging the digital divide. The panel highlighted the success stories of some of the existing California-based initiatives that are actively working toward building solutions to get under-served communities online. more

Saying No to the ITRs

The afternoon of 13 December in Dubai is notable for one important deadline -- "declaration" if a Nation State is willing to accept the obligations of the resulting treaty instrument and if so, subject to what conditions. It is worth emphasizing that multilateral treaty instruments are serious constraints on a Sovereign's powers, and most nations even if they do sign, make general declarations that provide escape routes to the obligations. more
