The promises of quantum computing, artificial intelligence, and other advancing technologies sound like magic. However, even magic is subject to the laws of economics. And even quantum computers are “legal things…technological tools that are bound to affect our lives in a tangible manner,” as Valentin Jeutner explains in The Quantum Imperative: Addressing the Legal Dimension of Quantum Computers. Analogous to Asimov’s Three Laws of Robotics, Professor Jeutner proposes a three-part “quantum imperative,” which “provides that regulators and developers must ensure that the development of quantum computers.
The 15th edition of the European Summer School on Internet Governance (EuroSSIG) took place recently in Meissen/Germany, from August 15 -20, 2021. It was the second hybrid meeting under the challenging condition of the pandemic. Eighteen fellows from 15 countries representing all regions of the world traveled to Germany, as well as five faculty members. Fifteen faculty members joined via Zoom from California to Beijing. The agenda of the one-week course included a broad range of topics such as cybersecurity, digital diplomacy, IGF+, DNS Abuse, human rights, digital trade and taxation, as well as artificial intelligence.
Using the lingo of Internet Governance, the "stakeholders" of digital technologies currently live in a state of confusion about their rights and responsibilities in the digital age. Digital technologies confront us with many questions we thought had been answered long before. We have a pretty clear understanding of our rights and responsibilities as citizens of our country, how a state should be governed, and how the private sector should conduct its business.
We are on the cusp of a grave risk where unscrupulous groups with various agendas are using digital technologies to wage cultural war to stamp out dissent and gain control and power. The two most prominent recent examples are Donald Trump's "Make America Great Again" (MAGA) and China's Social Credit System (SCS). The following piece was prompted by work on the UDHR and Internet Governance series, for CircleID to deal with UDHR Article 27 and the role of culture, arts, and science in the life of the community.
Since the early 2000s, the global debate about Internet Governance did have its ups and downs. We did see the establishment of ICANN, the UN World Summit on the Information Society (WSIS), the making of the Internet Governance Forum (IGF), and the failure of the World Conference on International Telecommunication (WCIT). We did see NetMundial and the IANA transition.
The Mozilla Internet Health Report is packed with interesting statistics about the state of the Internet. Reports like this one remind us that broadband is a worldwide issue that is much larger than the US broadband industry I write about every day.
