Do human rights come into the picture when technology and policy work are involved? If so, where? This is a question that has come up multiple times during the last dozen years, and occasionally even before, in Internet Governance discussions. These discussions have included debates on whether human rights were specifically applicable to protocol design or to the organizations developing protocol standards. more
In the same way monarchs are proclaimed - by powerful stakeholders attending a coronation and not objecting - the UN's International Telecommunication Union (ITU) took a mandate last week to coordinate AI Safety worldwide, with most industry leaders and relevant UN agencies were present when it did so. more
In an earlier post, I asked whether electronically steered antennas (ESAs) would replace parabolic antennas in satellite ground stations. I did some research and concluded that it is likely that they will. Next, I discussed the same question with ChatGPT and, while it made several false statements, it made a relevant point that I had overlooked. The relevant addition was positive, but the errors were troublesome, so I decided to try ChatGPT's competitor Google Bard. more
The proposed new European Union (EU) Artificial Intelligence Act has been extolled in the media as a bold action by a major legislative body against the perceived dangers of emerging new computer technology. Popular media have recently reported a White House initiative asserting companies' "moral obligation" to limit the risks of AI products. True enough, but the issues are far broader. At the core of the debate around AI -- will it save us or destroy us? -- are questions of values. Can we tell AI how to behave safely for humans, even if in the future it has a "mind of its own"? In 2022, the Internet world was shaken by big contradictions. On the one hand, efforts to constitute a stable and secure framework for a safe cyberspace made substantial progress. The UN got a new Tech Envoy. The UN-based Internet Governance Forum (IGF) got a "Leadership Panel." The UN negotiations on cybersecurity and cybercrime produced constructive interim results. more
When it comes to the economy, the global supply chain was one of the biggest casualties of the COVID-19 pandemic. Port closures and soaring infection rates hampered logistics providers' ability to schedule deliveries and predict risks. In turn, manufacturers' demand projections were challenged, leading to empty shelves worldwide. A lack of shipping containers has affected supply chains, with shippers scrambling to find usable containers before they disappear into service. more

The first one was published on CircleID on January 3, 2013, just a couple of weeks after ITU's World Conference on International Telecommunications (WCIT). We are on the cusp of a grave risk where unscrupulous groups with various agendas are using digital technologies to wage cultural war to stamp out dissent and gain control and power. The two most prominent recent examples are Donald Trump's "Make America Great Again" (MAGA) and China's Social Credit System (SCS). Identifying the fundamental principles to guide Internet ecosystem policy making around digital citizenship, and around the integrity of digital practices and behavior, can and should start with the Universal Declaration of Human Rights, (UDHR). more

Chinese technology policy is now more effective even than their naval posture in the South China Sea, and both are playing out in full sunshine. This success is not about the hardware pillar of Chinese tech policy, though: its focus is the structural approach China and, increasingly, other stakeholders are taking to global Internet Governance... When Doug Dawson wrote his article in February on Artificial Intelligence, he felt that #ai is saddled with too much hype as is its current counterpart, 5G. Certainly, there is a great deal of technology out there that deserves the hype and others that do not. After receiving a certification (Intro to AI) from IBM (while using Watson), I'm here to share that artificial intelligence, and its subsets of machine learning and deep learning definitely deserve a soundbite. more
