The National Arbitration Forum today announced that a total of 1,770 cases were filed in its domain name dispute resolution program in 2008. The former US vice president, Al Gore, is backing the creation of a new green .eco domain name. Dot Eco LLC, the applicant for the new .eco Top-Level Domain (TLD), announced during the ICANN meetings in Mexico City that it has entered into an integrated partnership with former Vice President Al Gore and his philanthropy, the Alliance for Climate Protection, to secure and promote the .eco TLD. "We fully support Dot Eco LLC in its efforts to secure the .eco top level domain through the ICANN application process and look forward to working with Dot Eco LLC to promote .eco. This is a truly exciting opportunity for the environmental movement and for the internet as a whole," said Al Gore. more
The reports and analysis by Dr. Dennis Carlton are deeply, deeply flawed. I will prepare a long rebuttal to it in the coming weeks, but wanted to go on the record early as to its weaknesses. The analysis appears to be based on a very limited review of the market for domain names, and utilizes little actual data. ICANN has its 34th international public meeting in Mexico City on 1-6 March i.e. in just over a fortnight. One of the consistent concerns I hear in my role as general manager of public participation for the organization is that there is not a way for people to ask questions to the staff and the Board. Irrespective of which solution to the current domain name brand-sharing impasse ends up being adopted by brand owners (option 1, option 2, or a combination), the owners must first understand and embrace current trends in online communications, information gathering, and entertainment. Thus, for a solution to succeed the corporate mindset toward new technologies needs to change; after that brand owners can work cooperatively with the domain name industry (owners and institutions) to increase the aggregate pie. more
ICM Registry (proponents of the .xxx initiative) and Stuart Lawley, Chairman and President of the organization, have filed a 522-page brief in the ongoing Independent Review Process that began last June. "In what may prove to be the biggest sleeper Internet governance issue of the year, ICM Registry has publicly posted its filings for the Independent Review Panel that will decide whether ICANN acted improperly in rejecting its application for a .xxx domain," writes Brenden Kuerbis in a post on the IGP blog. more

I kept wondering if all that I had said about Dr Toure was fair -- I hadn't met him before and had written so much to comment on the transcript of his speech at ICANN, Cairo . My discomfort was short-lived and even before a month elapsed I met him at the Internet Governance Forum, Hyderabad. ICANN's authority to manage top level of the DNS comes from a two-year Joint Project Agreement (JPA) signed with the US Department of Commerce in 1997, since extended seven times, most recently until September 2009. Since the DoC can unilaterally cancel the JPA which would put ICANN out of the DNS business, when DoC speaks, ICANN listens. On Thursday, the US DoC sent a scathing letter to ICANN about the proposed plan to sell large numbers of new top-level domains (TLDs). There's a long list of issues... more
ICANN has released to the public a report they commissioned called "Revisiting Vertical Separation of Registries and Registrars," written by CRA International. It is being referred to as the "CRAI Report." Readers in the U.S. and the U.K. may not know it, but most top-level (TLD) domains in the world don't have registrars-you go straight to the registry and buy your domains from the source. more
