Once again, and hopefully for the final time, the internet community has an official time-line for the arrival of new generic top-level domains. ICANN's recent decision to publicly name May 30, 2011 as the planned launch date for new gTLD program was courageous, welcome, and absolutely necessary. The ICANN Board and staff alike should be congratulated for their bold commitment to opening the first-round application window less than seven months from now, and for providing the community with visibility into its working plan. more
With the backlash against tech companies gaining steam, we've seen certain contrarian members of the media taking indiscriminate aim at companies and issues without due cause. This is what happened when Financial Times columnist Gillian Tett, in a paywalled March 7th editorial, inaccurately portrayed a process involving the Amazon's gTLD application for .AMAZON, an issue the i2Coalition has been engaged in for years. more
In the brief history of Internet governance, few initiatives have been greeted with wider support than the recently signed Affirmation of Commitments between the U.S. Department of Commerce and the Internet Corporation for Assigned Names and Numbers (ICANN). The praise is well deserved, but now it's time to remind ICANN of the problems that the AOC did not solve, most importantly ICANN's ongoing accountability gap. more

This assessment was offered by Protocol, a technology industry news site, following the very real violence on Capitol Hill during the counting of the electoral college votes that officially determines the next president of the United States. We all may have breathed a sigh of relief when the ICANN Governmental Advisory Committee (GAC) and the Board concluded their eleventh-hour negotiations on new generic Top-Level Domains (gTLDs) with some measure of success, but we can all agree that panicked policymaking is, at best, less than optimal. ICANN needs to integrate GAC input more effectively. The Final Report recently issued by the Joint Working Group (JWG) of the ICANN Board and the GAC contains several thoughtful and productive recommendations. more
The Electronic Frontier Foundation (EFF) has just told ICANN to drop the notion of applying the Uniform Rapid Suspension (URS) dispute resolution system to .Travel and other legacy gTLDs without undertaking a full Policy Development Process (PDP). In a June 12 letter, EFF stated: ICANN should not apply URS to the .travel domain, or to any additional domains, by the unaccountable means of staff inserting new conditions into the renewal of the registry operator's contract. Rather, the public policy implications of such a move demand that a full PDP be undertaken first. more
ICANN has released a set of guidelines to explain its Coordinated Vulnerability Disclosure Reporting. The guidelines serve two purposes, says ICANN: "They define the role ICANN will perform in circumstances where vulnerabilities are reported and ICANN determines that the security, stability or resiliency of the DNS is exploited or threatened. The guidelines also explain how a party, described as a reporter, should disclose information on a vulnerability discovered in a system or network operated by ICANN." more
As we watch the Ukraine and Russia conflict over boundaries and territories, I chanced upon a YouTube video showing the region of Europe and how, for the last 1000 years, national boundaries and names of nations have changed where in 1142, you had nations like Muslim Spain, Kievan Rus. In 1143 the Kievan Rus included modern-day Ukraine and Crimea, and in 1163 bulk of Central and Southern Europe was the Holy Roman Empire... more
ICANN is a strange beast. Even the term "ICANN", which is itself an acronym, has more than one meaning. There are at least two "ICANNs", one is the "community", which is made up of everyone who engages with the ICANN "circus" and then there is ICANN the organisation itself -- a California not-for-profit. While people outside the internet industry probably have never heard of ICANN or had any direct dealings with it, the policies that get decided at ICANN have a tangible impact on how the internet operates. more

I don't know much about Copenhagen, except that Princess Mary of Denmark is really 'our' Princess Mary from Tasmania, Australia. The other thing I know is that it will be really cold. In terms of the ICANN meeting, there continues to be an element of dismay over the scheduling for this meeting, most notably reflected in a letter to ICANN's CEO from the GNSO Commercial Stakeholder Group. While it's good to get these issues on the table ... community should take ownership... more

Many who attended the ICANN Durban meeting this summer will recall the open forum were speakers lined up to call on ICANN to either speed up or slow down the new gTLDs depending on their position or interest. I chose to address a different topic that no one was yet willing to tackle publicly. It was PRISM and the NSA surveillance scandals. The US Department of Commerce and ICANN announced today an Affirmation of Commitments. One of the important elements of that document was in section 4, namely that "ICANN and DOC recognize that there is a group of participants that engage in ICANN's processes to a greater extent than Internet users generally." more
