ICANN CEO Fadi Chehadé was already 2 hours into his flight from Singapore to Paris when the pilot's voice interrupted the in-flight entertainment. A tech problem meant turning back, landing in Singapore, waiting for another plane and starting the long haul again! Half a day later, Chehadé landed in Paris. He'd already missed a lunch appointment but was still in time to make a reception organised at French ICANN board member Sébastien Bachollet's initiative. more
As each day brings new revelations about surveillance online, we are starting to see increasing activity in national legislatures intended either to establish more control over what the security services can do to their nationals (in countries like the US), or to limit access by foreign secret services to the personal information of their citizens (countries like Brazil). Unfortunately, neither of these approaches address the underlying problem: we have a paradigm for surveillance that's fit for the analogue past, not the digital present, let alone the future. more

The IANA Stewardship Transition process may have started more than a year ago, but last week it reached its pinnacle with the publication of the compiled Proposal to Transition the Stewardship of the Internet Assigned Numbers Authority (IANA) Functions from the US Commerce Department's National Telecommunications and Information Administration (NTIA) to the Global Multistakeholder Community" by the IANA Coordination Group (ICG). more
Just back from a week of ICANN meetings in Dakar. Is it just me, or is the new top-level domain program starting to feel like a TLD triathlon, where everyone's now jockeying for position in the final stage -- a grueling marathon? When ICANN's board approved the new gTLD plan in Singapore, it came with the promise of small but substantive changes to improve the program. I hope that wasn't empty rhetoric... more
The proposals by the European and Arab telcos that are being considered at the World Conference on International Telecommunications (WCIT) conference in Dubai later this year are most certainly facing defeat. This is not because the USA believes that the international telecommunications regulations (ITR) cannot be discussed by the ITU. America has a rather strange set of national regulations in which they have combined internet infrastructure and content -- and as such they claim that this no longer has anything to do with telecommunications. more

In the past few weeks doom and gloom stories about the future were printed, discussed and opined in the press. The down and out of the message of futurists is that the middle class is going to be swept away in the coming years because of software and robotic solutions (from here on: automated processes), making humans redundant... The Heritage Foundation are conservative, in the American political sense. So it's not surprising that they've been linked to some of the anti-IANA transition stuff coming from Ted Cruz and Co. Tomorrow they're holding an event, which is clearly not aimed at bolstering support on Capitol Hill for the IANA transition... While I, and many others, would find the entire "jeopardizing free expression and enterprise" angle to be total bunkum, it is aimed at tapping into US conservative fears. more
There have been a number of occasions when the Internet Engineering Task Force (IETF) has made a principled decision upholding users' expectations of privacy in their use of IETF-standardised technologies. (Either that, or they were applying their own somewhat liberal collective bias to the technologies they were working on!) The first major such incident that I can recall is the IETF's response to the US CALEA measures. more
At the IGF2010 in Vilnius, two folk are floating a trial balloon about separating the allocation function from the registry services function. Currently, these functions are seen as indivisible by the Internet addressing community. In other words, one gets an allocation or assignment from a RIR and the RIR adds the assignment to their database... The question being asked is "Is it time for a split between allocation and services for Internet number resources as was the case for domain name resources?" My answer is no more

One summer sport in Internet governance is speculating on what direction ICANN's new CEO will take it in. Making the media rounds yesterday on Fox and Lehrer News Hour to talk about the recent DDoS attacks on US and S. Korea government and commercial websites, new CEO Rod Beckstrom pushed how the response to cyber attacks is a coordinated effort, he also alluded to ICANN's role in similar attacks. Responding to a question on the News Hour about the USG policy response to dealing with cyber attacks, Beckstrom highlighted the critical role of ISP filtering, and identified the "organic" as well as "somewhat structured" coordination which occurs during a typical response. More interestingly, he plugged ICANN's facilitating role. more
