The GNSO Council and the ICANN Board both seem poised to grant sufficient runway to the community to refine an idea for a simple ticketing system designed to centralize requests for registrant information disclosures and provide meaningful data that is likely to help ICANN staff enhance its assessment of the SSAD proposal. This is very good news for those who advocate for consumer safety and trust on the Internet, and it is very good news for the ICANN multistakeholder model. more
This week ICANN held a public consultation in Washington, D.C., where ICANN's President's Strategy Committee (PSC) solicited remarks from a packed audience of intellectual property (IP) lawyers, domain name registrars and other Internet stakeholders on how the organization can improve institutional confidence. The new High-Level Panel on Digital Cooperation (HLP.DC), appointed by UN Secretary General Antonio Guterres, will have its first face-to-face meeting in New York, September 25-26, 2018, just before the beginning of the 73rd UN General Assembly. A new book by Dr. Konstantinos Komaitis (Lecturer in Law at the University of Strathclyde) provides a passionate yet legalistic and well-researched overview of the legal, institutional and ethical problems caused by the clash between domain names and trademarks. The recent publication of leaked United States diplomatic cables by Wikileaks has produced an extremist reaction by some governments, provoking them and compliant large corporations to strike out at the organisation's Web site, its financial base, and the person of its founder, Julian Assange. For the Civil Society Internet Governance Caucus (IGC), this highlights the need for cross-border Internet governance issues to be made subject to a due process of law, informed by sound political frameworks, including those of human rights. more

The DNS Abuse Institute recently published our sixth monthly report for our project to measure DNS Abuse: DNSAI Compass ('Compass'). Compass is an initiative of the DNS Abuse Institute to measure the use of the DNS for phishing and malware. The intention is to establish a credible source of metrics for addressing DNS Abuse. We hope this will enable focused conversations, and identify opportunities for improvement. more

On February 2nd ICANN staff announced the release of a Draft Report: Rights Protection Mechanisms Review that is open for public comment until May 1st. This Draft Report is preliminary to an Issues Report requested by the GNSO Council that is due to be delivered by September 30th, and that may set the stage for a Policy Development Process (PDP) on Rights Protection Mechanisms (RPMs) that could commence in 2016. Such a PDP could consider comprehensive reform of these RPMs as well as of the Uniform Dispute Resolution Policy (UDRP). more

The ICANN Intellectual Property Constituency (IPC) and Business Constituency (BC) will be hosting a community-wide discussion regarding the proposed accreditation and access model for non-public WHOIS data, which was first circulated to the community during ICANN 61. The discussion will take place via ICANN-supported remote participation and/or audio bridge this Friday, April 6, 2018, from 1400-1600 UTC. more
Two things are important to stress. First, nothing was decided in this meeting, and no actions will be taken until the next meeting in 2005. Secondly, and more importantly, as with anything the devil is in the details. Given the vagueness of the documents available, there are few reliable conclusions that can be drawn from the summit...Before any judgments can be made about the effectiveness, or feasibility of the ideas outlined in the Plan of Action more concrete information is needed. The details of these plans are currently unknown to the Internet community at large, and may even be unknown to the members of the WSIS. Based on the information that is available it appears the Plan of Action needs to be thought through a little more thoroughly. more
ICANN held another update for new gTLD applicants last week, revealing that the proposal to meter the introduction of new gTLDs received many suggestions during the open comment period. This was just the first step to what I imagine will be a long process - one that will continue on September 12 when ICANN holds a public consultation that will offer more detailed discussion on the many different options for metering. more
