In response to Canada's recent decision to keep a hands-off approach to distributed content over the Internet and through mobile devices, Jacob Glick, Google's Canada Policy Counsel has highly commended the decision. In a blog post today, Glick writes: "If you've ever wondered about the power and popularity of user-generated content in Canada, consider this: if all three Canadian television networks began broadcasting Canadian content 24 hours a day, seven days a week, YouTube would still have more Canadian content than those three networks combined." more
The Federal Communications Commission has introduced new broadband labels in order to provide consumers of mobile and fixed broadband Internet service with an easy-to-understand information about price and performance. "These labels provide consumers clarity about the broadband service they are purchasing, not only helping them to make more informed choices but also preventing surprises when the first bill arrives," said Chairman Wheeler. more
After years of work on a proposed standardized system of WHOIS data disclosures (referred to as SSAD), and over a year of operational assessment of the proposal by ICANN itself, the ICANN Board seems poised to reject the proposal. And rightly so. The proposed SSAD is entirely watered down, fractured, and affords no oversight powers to ICANN regarding disclosure decisions that would continue to be left to the complete discretion of individual registrars (the very parties ICANN oversees). more

ICANN needs to strengthen conflict-of-interest policies for its board of directors, said Rod Beckstrom, CEO, in his opening remarks during the organizations 43rd public meeting in San Jose, Costa Rica. "It is time to further tighten up the rules that have allowed perceived conflicts to exist within our board. ... ICANN must place commercial and financial interests in their appropriate context," said Beckstrom, who plans to step down in July. "How can it do this if all top leadership is from the very domain name industry it is supposed to coordinate independently?" more
I took a pause the other day to think about the big issues facing the telecom industry. When I've done that in past years, I always came up with a few major issues and more smaller ones. But we are in such turmoil right now that I rattled off the following list quickly. I can't remember a time when our industry was wrangling with so many major issues at the same time. The industry's performance over the next decade is going to depend upon how we handle these issues. more

The U.S. Federal Trade Commission (FTC) has named Edward Felten, a Princeton professor of computer science and public affairs, as its Chief Technologist, effective January 1. Felten's main role will be to provide advice on technology policy issues. more

What defines a stakeholder in Internet governance? Is it a professional occupation, an ideology, or a specific methodology? One of the key themes emerging in the Netmundial+10 event has been that of stakeholder involvement, participation and representation in different IG mechanisms. The numeric increase in contributors to these processes since the original Netmundial is palpable. However, questions remain about the definition of a stakeholder and the premises under which these actors should engage in policy work together. more

Millions of households in UK will be paying a "broadband tax" in order to fund increase and improvement of broadband access in the country according to the Digital Britain white paper launched yesterday. BBC today reports: "One of the biggest surprises in the Digital Britain report was the news that everyone with a fixed line telephone would pay a broadband tax. At 50p a month the amount is unlikely to break the bank but experts are already questioning what it will buy." more
