The immediate focus must be on protecting the safety, security and human rights of the Ukrainian population. But we can already see how the war will also impact broader global events, discussions and behaviour, particularly relating to the digital environment. more
Part I of this article explored some of the current thinking and direction that key policy-makers seem to be headed with the creation of new gTLDS. This part focuses on a new alternative plan for the ongoing deployment of new gTLDs.
ICANN is likely to see many proposals over the coming weeks that attempt to deal with the thorny issue of how to rollout new gTLDs. Any plan that deals with the rollout of new generic top-level domain names must ensure that the expansion of the namespace does not disrupt the existing infrastructure and services. more
The UK Parliament has given the green light to the controversial Online Safety Bill, putting Ofcom, the communications watchdog, in charge of internet regulation. This step brings the legislation closer to becoming law. more
On the evening of Tuesday, September 9th, Congressional leaders unveiled a 1,603 page, $1.01 trillion FY 2015 appropriations bill to fund the U.S. government through the end of September 2015. One provision of the omnibus bill would delay the IANA transition until after the September 30, 2015 expiration of the current contract between the NTIA and ICANN. more
The Federal Communications Commission (FCC) has proposed a ban on some wireless microphones and other low-powered devices that operate in the 700-MHz band after the digital TV transition in February, next year. This is part of an attempt to clear any potential interference with the "white spaces" spectrum which will be fully available for "public safety as well as commercial wireless services". more
The early designers of the Internet quickly realized that as the number of domain names flourished, there was a need for tracking domain name owners to resolve questions and conflicts that might arise. To that end, they created WHOIS, a public database with the names, phone numbers, email addresses, and mailing addresses of registered domain owners and operators. more
Avivah Litan, the storied Gartner analyst, laid it down succinctly for insiders in her blog two and one-half years ago. She said, "Web 3.0 will transform us from Web 2.0's monetization via surveillance capitalism and advertising to monetization built directly into the protocol that is equally available to any connected user." Translated, that means we'll control our destiny by owning and managing our credentials for logging into systems, content, financial resources, and, importantly, our data. And, we are told, blockchain technology will enable all that. more
Blockchain domain names, domains that are stored on blockchain or cryptocurrency exchanges, are part of a growing, unregulated, and decentralized internet. Right now, blockchain domains are used mostly by cryptocurrency users, but they are growing in popularity - the Ethereum name service reported over 2.2 million .eth domain name registrations in 2022. At the same time, crypto scams are also exploding, reaching a total of $3.5 billion in losses in 2022. more
During last week's ICANN71 Virtual Policy Forum, the Brand Registry Group (BRG) held a very informative session about how ICANN can help potential applicants prepare for the next new gTLD round. Speakers during the session provided historical perspective that applicant guidebooks have regularly evolved over time as a result of community review and feedback provided to ICANN, providing concrete examples of how the current applicant guidebook was developed. more
In the 2014 Istanbul-Turkey IGF workshop on policies to promote broadband access in developing countries organised by Rui ZHONG of ISOC China, we realized that while technological solutions are advancing rapidly, policy and regulations remain a significant barrier to affordable internet especially in the developing world. The cross-border nature of the Internet challenges an international system based on separate national jurisdictions. Unfortunately, discussions among governments on this growing tension easily spiral into ideological infighting about the application of sovereignty. Early November however, 1600 participants from 100 countries gathered for the 7th annual Internet Governance Forum (IGF)... Several sessions showed that it is possible to address the relations between the Internet and sovereignty in a responsible manner. more
My prediction is that LTE and WiMAX are toast. The new great thing will be WRANs (wireless regional area networks). WRAN's will extend and eventually subsume WiFi. The detailed regulations which implement the FCC decision to free the spectrum formerly known as TV white spaces have now been released. They look pretty good from the point of view of someone who believes the unlicensed use of this spectrum has the potential to make a huge difference in the way the world communicates. more

Today we remember that the Nazis rounded up Jews, Roma, political dissidents, and other "undesirables" using the best data and technology of the day and sent them off to concentration camps. An economic study commissioned ICANN to analyze the new gTLD process recently concluded that "the biggest likely costs" of approving new gTLDs are "consumer confusion and trademark protection." more
