Last week, the much-anticipated Governmental Advisory Committee (GAC) Early Warnings on new gTLD applications were finally issued. And the GAC didn't disappoint. A total of 242 warnings were issued on 163 strings (including 31 strings applied for by Radix). The GAC warnings yet again show that Africa is perfectly capable of being at the top of league tables -- for the wrong reasons. more
Almost every institution which purports to provide space for public accountability includes some sort of formalized process by which the public can have their say. And in almost every instance, they struggle with a tension between the desire to provide a commenting process which is meaningful and substantive (or, at least, which appears to be so), and a desire to adopt whatever course of action the institution thinks is best. more
The White House has announced a new proposal to fix cybersecurity. Unfortunately, the positive effects will be minor at best; the real issue is not addressed. This is a serious missed opportunity by the Obama adminstration; it will expend a lot of political capital, to no real effect... The proposals focus on two things: improvements to the Computer Fraud and Abuse Act and provisions intended to encourage information sharing. At most, these will help at the margins; they'll do little to fix the underlying problems. more
Sixty years ago, Paul Baran and Sharla Boehm at The RAND Corporation released a seminal paper that would fundamentally reshape the cyber world forever more. Their paper, simply known as Memorandum RM -- 1303, described how specialized computers could be used to route digital communications among a distributed universe of other computers. It set the stage for a flood of endless developments that resulted in the interconnected world of everything, everywhere, all the time. more

The first part of this article reviewed the actions taken by ICANN in response to a March 27th letter from the Intellectual Property Constituency (IPC) alleging that the pricing of Trademark Clearinghouse (TMCH) registered terms by the .Sucks registry were "predatory, exploitative and coercive" and requesting that ICANN halt the registry's rollout. Finland's national broadband strategy (NBS) was set up in 2004 by the Ministry of Transport and Communications with the practical goal of increasing the number of broadband connections. The strategy, part guided by the EU's i2010 'Broadband for all by 2010' plan which focuses on rolling out broadband through a range of measures while promoting competition in and between networks, included an implementation program of 50 separate measures. Broadband access in sparsely populated and rural areas was to be supported by structural funds from the EU and central government. more
The Internet Society (ISOC) has been working with the African Union (AU) to facilitate the African Internet Exchange System (AXIS). This AXIS project funded by the EU-Africa Infrastructure Trust Fund and the Government of Luxembourg will help keep Internet traffic in Africa internal to the continent and avoid expensive international transit costs and delay latency in routing Internet traffic through other continents. more

Sustainability is a difficult term to avoid these days. With that in mind, it's somewhat surprising that last week's European Dialogue on Internet Governance (EuroDIG), now in its tenth year, featured one of its first workshops looking at the subject. But while the workshop focused on issues of energy usage and e-waste, the concept of sustainability raises some much broader and likely difficult questions for the Internet governance community. more
Recent Department of Defense IPv4 activity and announcements about IPv6 indicate a shift in their perspective and suggest potential impacts on the IPv4 address market. The shift could include the release of up to 175 million IPv4 addresses in the coming years, creating a risk of a glut in the market. For perspective, the market has transferred 380 million addresses over eleven years. more

The OECD has published a detailed report, Broadband over Powerlines: Developments and Policy Issues, on what was once considered a potentially interesting and disruptive technology that might have rivaled DSL. It notes that having largely failed in that, it is instead being applied to "smart grid" applications. more

The GNSO Council and the ICANN Board both seem poised to grant sufficient runway to the community to refine an idea for a simple ticketing system designed to centralize requests for registrant information disclosures and provide meaningful data that is likely to help ICANN staff enhance its assessment of the SSAD proposal. This is very good news for those who advocate for consumer safety and trust on the Internet, and it is very good news for the ICANN multistakeholder model. more
