The fact that the market for mobile phones that provide Internet access (aka "smart phones") is predicted to increase during the next several years, with global shipments growing to an impressive nearly 125 million units in 2009, means the competition for bridging mobile content and mobile phone use is likely to be keen. Indeed, dotMP already must face competition for registry services that will target mobile phone users. A few of the biggest names in information technology and mobile communications -- led by Nokia and including Microsoft, Vodafone, HP, Orange, Samsung and Sun Microsystems are planning to wedge into the Top-level Domain name space (TLD) by supporting a new TLD registry for mobile web content focused on web pages built specifically for access by mobile devices like smart phones and handheld computers or Personal Digital Assistants (PDAs)... what may set dotMP apart from the technology giants led by Nokia, is a significant value added benefit to its domain name registration services...it will protect the privacy of its registrants. more

The Noncommercial Users Constituency (NCUC) is the constituency group representing civil society organizations in the formation of domain name policy. In August 2004 it initiated a process to nominate people to serve on the UN Secretary-General's Working Group on Internet Governance, as representatives of civil society. Our purpose was to assist the Secretary-General to identify qualified and widely-supported individuals capable of serving on the WGIG on behalf of civil society. more
The Internet Governance Project (IGP) issued a set of reports analyzing the current "state of play" in Internet governance. The reports were commissioned by the United Nations ICT Task Force as an input into the deliberations of the UN Secretary-General's Working Group on Internet Governance (WGIG). The report identifies the international organizations and agreements affecting the Internet, and points out where there are conflicts and gaps. more
My general impression of the Task Force 3 (TF3) output was that it was a prettified way of accusing the community of internet users as being cheats and liars and demanding that the costs of trademark enforcement be offloaded from the trademark owners onto the backs of domain name registrants and the DNS registration industry. (It is amazing how often the trademark industry forgets that the purpose of trademarks is to protect the consumer's right and ability to identify goods and services and to distinguish such goods and services from one another.. The trademark industry forgets that trademarks are intended to benefit the customer, not the seller, and that any benefit to the seller is merely incidental.) more
As an advisory committee, our focus is to give ICANN and the community our best advice regarding security and stability issues for the domain name system and the addressing system. We are not a standards, regulatory, judicial or enforcement body; those functions belong elsewhere. As we all know, VeriSign is in the process of suing ICANN on a number of matters, including ICANN's response to their registry change last September. Although VeriSign now contends that a number of us on the committee are "Site Finder co-conspirators" the next steps are really up to the ICANN board, the ICANN staff and the many members of the technical and operating community who run the domain name system. Recently, I entered my domain name in a "WHOIS" database query to test the results of the database by using WHOIS on a number of domain name registrar websites. WHOIS is a database service that allows Internet users to look up a number of matters associated with domain names, including the full name of the owner of a domain name, the name of the domain name hosting service, the Internet Protocol or I.P. number(s) corresponding to the domain name, as well as personally identifying information on those who have registered domain names. As the Internet has grown and matured, it has become obvious to everyone involved that the DNS Whois system, as it currently exists, is not a sustainable way to share contact information for resolving network problems. ICANN, in an attempt to save DNS Whois, has plunged head long into the process of developing new policies aimed at fixing it. While I respect all of the hard work that has gone into this process, the results thus far have only made it clearer that this system faces intractable problems. more
Is the internet on the verge of a meltdown? A non-profit organization, People For Internet Responsibility (PFIR), is concerned that there is the risk of "imminent disruption, degradation, unfair manipulation, and other negative impacts on critical Internet services..." PFIR believes that the "red flag" warning signs of a potential meltdown include "attempts to manipulate key network infrastructures such as the domain name system; lawsuits over Internet regulatory issues... ever-increasing spam, virus, and related problems..." more
Each Task Force recently published a report posted on ICANN's website on recommendations for modifications or improvements to WHOIS. The Task Force recommendations include proposals ranging from a recommendation to notify those who may be included in the database of the possible uses of WHOIS data to one that recommends ICANN offer the Internet community "tiered access" to serve as a vague mechanism to balance privacy against the needs of public access. Too many of the recommendations seem to be framed by those who view Internet users with hostility, such as the recommendation to punish domain name users when a domain name is cancelled or suspended for "false contact data," by canceling all other registrations with identical contact data. more
It seems to be impossible to implement a law against spam - unsolicited bulk email - without making a hash of it. At best, anti-spam laws are ineffective; at worst, they cause more problems than spam itself. Can technology fare any better? ...But despite this flurry of initiatives, we are yet to see a definitive answer to the spam problem. An Anti-Spam Technical Alliance has been formed by Microsoft, America Online, Yahoo! and EarthLink, but these companies continue to proffer competing solutions. Meanwhile, the technology being deployed in the spam wars is causing collateral damage, in the form of 'false positives' - email that is incorrectly categorised as spam, and so never reaches its intended recipient. more
Unlike ICANN, the National Telecommunications and Information Administration (NTIA) responded graciously, promptly and substantively to inquiries from the Center for Regulatory Effectiveness (CRE) regarding governance of the internet. CRE sent a letter to NTIA in mid-March asking about public access to documents prepared by ICANN under Memorandum of Understanding (MOU) with NTIA. NTIA provided a quick and clear response to CRE's questions. NTIA also reiterated its commitment to achieving transparency and accountability in ICANN's processes. NTIA's response to CRE, although clear and comprehensive, raised a number of important questions about ICANN and their governance of the internet. more
Developments in modern international relations have shown that traditional diplomacy is not capable of sufficiently addressing complex new issues, for example, the environment, health protection, and trade. Governance of the Information Society and the Internet is probably one of the most complex international issues facing diplomacy today. Issues surrounding the Information Society require a multi-disciplinary approach (the various concerns include technology, economy, impact on society, regulatory and legal issues, governance and more); a multi-stakeholder approach (various actors are involved, including states, international organizations, civil society, private sector, and others) and a multi-level approach (decision-making must take place on different levels: local, national, regional and global).
