Cuba has had a troubled history with internet connectivity via submarine cables. The Key West-Havana cable was retired in late 1989, having deteriorated to the point where it was too costly and troublesome to operate. AT&T replaced it with a new cable but the embargo imposed by the US government, compounded by the difficulty in reaching business agreements, meant that the cable remained idle before it too was retired , in 2001. Subsequently, all international traffic has been channelled through a network of satellites. more

Instead of trying to fix telecom we should be working to take advantage of what we have and build vital, even if mundane applications like telemedicine and broaden our access to information while empowering communities. By realizing the value in our existing infrastructure and encouraging the creativity we can provide immediate benefits to our economy and our safety. The Uniform Domain Name Dispute Resolution Policy (UDRP) is an online dispute resolution regime. While panelists technically have discretion under Rule 13 to hold in-person hearings if they "determine[ ] ... and as an exceptional matter, that such a hearing is necessary for deciding the complaint" no in-person hearing has ever been held. Rule 13 exists to be ignored. more
There are now more than a thousand new Internet suffixes alongside "the originals" (not talking vampires here, but rather .COM et al). These additional web address endings are called "new gTLDs". Since Internet technical coordinator ICANN's 2012 call for applications for the creation of new gTLDs, and their roll-out starting in 2014 when suffixes such as .BARCLAYS (brand TLD), .NYC (geo TLD) and .SKI (generic TLD) became active, the question of another round of applications has been asked repeatedly. more
Not matter how much robustness and redundancy you build around your multi-tiered infrastructure you are bound to suffer outage(s). I'm not implying the failure of a single server, but a complex outage that's usually external to the operation of the infrastructure. What matters is how you communicate outage notification when things do go awry. I think the words that I'm searching for are transparency and openness. more
In December 2018, a bill on the "stable operation" of the Russian segment of the Internet was introduced and got the title "Sovereign Runet" in mass media and among the public. It was adopted after 5 months later, despite doubts about the technical feasibility of its implementation. The law is very ambitious in its intent to simultaneously control Internet traffic and protect Runet from some external threats, but legislators still have no idea how it would actually work. more
The Internet Governance Forum (IGF) has, for several years, experienced technical problems that have nothing to do with the local staff or host countries of the event. In fact, the volunteers who were part of the local staff of its 17th edition, held in the Ethiopian capital of Addis Ababa, were constantly overcompensating for issues with a great deal of goodwill. more
To date, proponents of a neutral internet have had relatively scant reason to raise their voices beyond anything more than a murmur in Australia. While the FCC's Open Internet Order of 2015 has been hailed as a significant win for consumers in the US, and the wording of proposed legislation to institute ex-ante regulation of service providers is soon to be considered in the EU, Aussies have been quarantined from anything other than the fringes of the Net Neutrality debate. more
Something has shifted. I think it might be the end of the holding pattern we as new gTLD applicants/followers/enthusiasts and generally speaking, the entire community, have been caught up in. In simple terms, Meltdown and Spectre are simple vulnerabilities to understand. Imagine a gang of thieves waiting for a stage coach carrying a month's worth of payroll. There are two roads the coach could take, and a fork, or a branch, where the driver decides which one to take. The driver could take either one. What is the solution? Station robbers along both sides of the branch, and wait to see which one the driver chooses. more
