(The following is an edited version of comments I submitted to ICANN regarding "closed" generic TLDs.) Ten million Chinese "reserved" 5G phones in the first two weeks of October, a powerful signal of high demand. Huawei thought they could all get phones in October. But the official figures are less than 1M 5G phones in October and ~5M in November. WTF? It could be an ordinary problem of ramping supply of a new product. As Trump's horrific Administration of non-stop debacles and self-serving gambits headed toward the exit over the past few weeks, one last regulatory grab after another has been pushed out the door while the toddler-in-chief rants. Sure enough, the last of the 5G debacles just appeared in the Federal Register courtesy of the President's policy instrument, the National Telecommunication and Information Administration (NTIA). It was titled the 5G Challenge Notice of Inquiry. more
On November 16, the Republican Study Committee, a caucus of conservative Republican members of the U.S. House of Representatives, inadvertently released a policy brief entitled "Three Myths About Copyright Law" which was quickly withdrawn. Of course, as a work of the U.S. government, this document does not itself enjoy copyright protection, so it is widely available on the internet through groups like The Internet Archive project. more
Cuban President Miguel Díaz-Canel addressed the first annual meeting of Cuba's IT professional society, the Unión de Informáticos de Cuba. In his talk, Díaz-Canel announced that four Cuban organizations - the Havana City Historian's Office, the University of Computer Sciences (UCI), Infomed, Cuba's medical network, and the Ministry of Culture had signed memoranda of understanding (MOUs) with Google. more
The first element of the Uniform Domain Name Dispute Resolution Policy (UDRP) requires a complainant to prove that the disputed domain name "is identical or confusingly similar to a trademark or service mark in which the complainant has rights." It's unusual for a complainant to fail on this first of three prongs, but one recent case demonstrates just how uncertain the UDRP can be sometimes. more

Recently, FCC placed on public review a petition filed by Evslin Consulting and pulver.com. The petition grew out of the experiences felt during a breakdown in communications network caused by Hurricane Katrina. As you may recall, whole communities were evacuated in the Gulf coast and many families were separated because they ended in different cities. Added to the trauma, many of these evacuees found it difficult to contact and communicate with each other. When in March 14, 2014, the NTIA announced its intention to step away from its historical oversight role over the IANA functions, something extraordinary happened. A global dialogue immediately ensued. The first part of this dialogue is expected to come to an end in the forthcoming ICANN annual meeting in Marrakech next week. After two years of vigorous discussions, the Internet community says it is now ready to move to the next part of the process - implementation. more
The ICANN community is currently in full congratulatory mode because the team responsible for the delivery of the Phase 1 Final Report of the Expedited Policy Development Process on gTLD Registry Data (EPDP) has managed to do so in a record-breaking seven months. The GNSO Council approved the Final Report in a special meeting on 4 March 2019, and the report will now be sent to the ICANN Board for consideration and hopefully adoption. more
ICANN held its second international meeting of 2012 last week in Prague, Czech Republic. While the agenda focused heavily on issues related to new gTLDs and on welcoming incoming CEO Fadi Chehade, ICANN also conducted a community consultation on its accountability and transparency reviews. more
