We do live in turbulent times. There is such a lot happening, with many people feeling overwhelmed and lost. One of the reasons given why we do have these problems is technology. I would argue against that. In all reality, technology is a tool that we can use, and yes, we all know that we can use it for the wrong reasons (cars kill people, atom bombs, killer robots, chemical and biological warfare and so on). However, we have learned to live with it, and in general, the outcome from science, innovation and technology has been positive. more
In an earlier post, I asked whether electronically steered antennas (ESAs) would replace parabolic antennas in satellite ground stations. I did some research and concluded that it is likely that they will. Next, I discussed the same question with ChatGPT and, while it made several false statements, it made a relevant point that I had overlooked. The relevant addition was positive, but the errors were troublesome, so I decided to try ChatGPT's competitor Google Bard. more

There is currently a heated discussion going on in Europe, and particularly here in Germany, about the use of COVID-19 digital tracing apps, a discussion that shows us how much the Internet has become a matter of life and death. The uses for such apps are undeniable, but the idea of deployment still meets with popular resistance. Sensitized by countless leaks and hacks, and chafing under restrictions in their freedom of movement, people are concerned that even the last zones of privacy are to be monitored, and that the personal data collected could be misused. more
On the 5th of November 2019, the release of the first of ITU's Measuring Digital Development series coincided with Freedom House's unveiling of its Freedom on Net 2019 report. This serendipity prompted me to write this blog note after carefully examining both reports. Large Language Models (LLM) like GPT -- 4 and its front-end ChatGPT work by ingesting gigantic amounts of text from the Internet to train the model and then responding to prompts with text generated from those models. Depending on who you ask, this is either one step (or maybe no steps) from Artificial General Intelligence, or as Ted Chiang wrote in the New Yorker, ChatGPT Is a Blurry JPEG of the Web. more
Over the last 20 years or so we have regularly revisited the developments in virtual reality (VR). I remember experiencing VR for the first time in the late 1980s, so this technology has been in the making for a very long time. And we are still uncertain about its growth over the next decade. There is no doubt that VR is going through a period of revival. more
Popular media have recently reported a White House initiative asserting companies' "moral obligation" to limit the risks of AI products. True enough, but the issues are far broader. At the core of the debate around AI -- will it save us or destroy us? -- are questions of values. Can we tell AI how to behave safely for humans, even if in the future it has a "mind of its own"? It is often said that AI algorithms should be "aligned with human values." more
Four Chinese ministries issued the policy document in September, called "Guiding Opinions on Expanding Investment in Strategic Emerging Industries and Cultivating Strengthened New Growth Points and Growth Poles." As you can see below, in this document, 5G was the top recommendation. The National Development and Reform Commission, Ministry of Science and Technology, Ministry of Industry and Information Technology, and the Ministry of Finance came together to suggest priorities for the 14th Five-Year Plan. more
The AI Strategy course at UC Berkeley has come to an abrupt end, but formal learnings in AI will continue. I want to thank professors at UC Berkeley, Alberto Todeschini, Ph.D., and Stuart Russell, who developed a comprehensive course to implement AI in business. After three certificates, Alberto has encouraged me to pursue a master's in Artificial Intelligence. My wife and I are contemplating this next step. more
It was interesting to see that, albeit belatedly, the American media started to stop giving Trump opportunities to spew out his lies across the country and beyond. It obviously had now reached a point where the media realized that if they continued to provide Trump with their avenues, this would make them accomplices in inciting violence. Final echoes of the US Senate committee's questions of Facebook this week will only fade in the UN Security Council where, in a few years, Member States will adopt a treaty on regulation of the Internet Economy. By opening wide the door to questions on privacy, revenue, security and purpose, Congress showed its well-placed concern and signaled that others can too. more

Only a few years ago, a group of hi-tech companies, including Tesla, warned against the negative aspects of artificial intelligence (AI).
