The first four new Top Level Domains (TLDs) have signed contracts with ICANN, known as Registry Agreements, to allow the applicants to operate new TLDs on the Internet. This is a historic event and marks the first of many new Registry Agreements which will be signed over the coming months as prospective new TLD operators complete the Initial Evaluation phase, pre-delegation testing, and finally sign Registry agreements. more
Do you recall when you were a kid and you experienced for the first time an unnatural event where some other kid "stole" your name and their parents were now calling their child by your name, causing much confusion for all on the playground? Mandarin is a tricky language, but ICANN may want to learn the expression chóngfù before leaving the Beijing meeting. Chóngfù means "do-over" and that's what ICANN needs to forestall an entirely preventable disaster in the delegation of new top-level domains (TLDs). The issue of "string similarity" seems straightforward. Nobody inside ICANN or out there in the real world wants Internet users to be confused by new TLDs that are confusingly similar. The Noncommercial Users Constituency (NCUC) has organized and is holding a policy workshop, One World, One Internet? New gTLDs & Competition in a Changing Global Environment, next week in Beijing at ICANN-46. The program, which brings together top Western and Chinese experts, will explore pressures for integration versus fragmentation of the Internet and implications for ICANN, as well as different competition and regulation perspectives as they relate to new gTLDs. more
A very rare thing happened in the GNSO Council meeting this week - the ICANN community spoke with one voice. Registries, registrars, non-commercial interests, new TLD applicants, IP owners and businesses unanimously and unambiguously agreed that giving ICANN a "unilateral right to amend" the registry and registrar agreements is not compatible with ICANN's bottom-up processes and poses a fundamental threat to the multi-stakeholder model. There is true consensus that this change should be rejected. more

Happy New Year, you're fired. While most of us were getting ready celebrate respective holidays, ICANN was quietly closing a critical office and sending all the staff out to look for new jobs. When asked to confirm this, ICANN's delayed response was pure Orwellian Doublethink. The office was closed because ICANN is "assessing how to effectively grow ICANN resources around the globe." How does one grow global resources while shutting down the Asia-Pacific office right before the Asia-Pacific meeting? more

A week ago, ICANN announced the latest delay in the New gTLD Program: the so-called "contention sets" will only be published March 1, 2013. The original deadline was July 2012, postponed serially in two-month intervals. The gTLD program is lost in confusing similarity. What went wrong? In the latest development from the World Conference on International Telecommunications, a new "compromise proposal" has been leaked to wcitleaks.org. This proposal is certainly no compromise, as it not only is a bald faced power grab by the sponsors (Russia, UAE, China, Saudi Arabia, Algeria, Sudan at this point), but shows a stunning lack of comprehension of how the Internet works and how it is currently governed. It also shows that the coalition of Civil Society groups and private sector organisations that have focused on WCIT have been correct all along. more
At the Internet Governance Forum in Baku, I made an intervention on behalf of NL IGF, reporting on the recommendations given by the participants of Workshop 87... I concluded that more regulatory and law enforcement bodies need to become part of the IGF discussions, as they are an integral part of governing the Internet from a safety and security perspective. Mr. Cerf responded with a one-liner: "I can't help observing, if we keep the regulatories confused, maybe they will leave us alone". more
