The Internet Corporation for Assigned Names and Numbers (ICANN) went before a Congressional panel this week to defend its plan to create an unlimited number of new Internet domains (like .web, .food, etc.) I was a witness at the hearing, which made one thing clear: the "consensus" on new Internet domains is not as strong as ICANN would have us think. more
For now, it appears that the new, more technically focused and privacy-friendly definition of the purpose of Whois survived the Marrakech meeting. The U.S. Government and the copyright and law enforcement interests mounted a major onslaught against the Generic Names Supporting Organization (GNSO) action, using the Governmental Advisory Committee (GAC) as their pressure point. more
In addition to Egypt, Russian Federation, United Arab Emirates and Saudi Arabia which had successfully completed the second phase of the Internationalized Domain Names (IDN) Fast Track Process earlier this year, ICANN announced today that China, Hong Kong, Palestinian Territories, Qatar, Sri Lanka, Taiwan, Thailand and Tunisia have also successfully completed the second phase. more

On January 24, 2018, ICANN's Business Constituency (BC) and Intellectual Property Constituency (IPC) co-hosted an event to discuss the EU's General Data Protection Regulation (GDPR) and its implications on access to the WHOIS database. ICANN's CEO and General Counsel joined the discussion, as did stakeholders from across the ICANN community. The event was timely and well attended with over 200 participants attending in-person or virtually. more
A stack contrast is emerging within the DNS between providers who tolerate blatantly illegal domain use and those who do not. Our study, just published here focuses on five U.S.-based providers, their policies, and their response to reports of opioid traffic within their registry or registrar. There are many providers, not covered here, who removed hundreds of domains selling opioids and I applaud their efforts. more

A very rare thing happened in the GNSO Council meeting this week - the ICANN community spoke with one voice. Registries, registrars, non-commercial interests, new TLD applicants, IP owners and businesses unanimously and unambiguously agreed that giving ICANN a "unilateral right to amend" the registry and registrar agreements is not compatible with ICANN's bottom-up processes and poses a fundamental threat to the multi-stakeholder model. There is true consensus that this change should be rejected. more
The first "Middle East DNS Forum" kicks off on this coming Monday, February 3, 2014, in Dubai. The event is hosted by the Telecommunication Regulatory Authority (TRA) of the UAE and was organized jointly by ICANN and the Internet Society. The event aims to bring together people from across the region to look at opportunities to advance the domain name industry within the region. more
On October 28th, at a Special Meeting of the ICANN Board of Directors, an updated New generic Top-Level Domain (gTLD) timeline was adopted as a working plan. The new Launch Scenario indicates that the New gTLD Applicant Guidebook will be declared final at the December ICANN Meeting in Cartagena, Colombia. more
So after the initial reaction and "over-reaction" by some folks in the audience, I have been thinking about the implications of the ICANN resolution on new gTLDs at its Board meeting in Cartagena, Colombia. In short, the resolution and subsequent comments by the chair, Peter Dengate-Thrush have shown that there is positive momentum with respect to the program overall. "We have reached a turning point in the new gTLD program" he said. more
At first blush, Mahmoud Ahmadinejad and the Globally Protected Marks List (GPML) do not seem to have anything in common. The first is a politician of debated repute that is seeking to quell disputes over the legitimacy of his election. The second is a recommendation that seeks to protect trademark owners and consumers from an explosion of infringement and source confusion that could be wrought by the introduction of new Top-Level Domains (TLDs). Who would have imagined that so much business and so much abuse would center around Internet domain names? Certainly not the designers of the system, including those of the Whois service, which reports on ownership and some other data on domain names... more
Ever since I heard of the new generic Top-Level Domains (gTLDs), I wondered whether they would be prone to abuse. For example, Microsoft might want to register www.microsoft.microsoft, or Sony might want to register www.sony. But isn't this opening up the floodgates for spammers to register their own domains and squat on them? Why couldn't a spammer register www.cit.ibank? They could then send phishing messages and fool people into clicking very legitimate looking domains. But I don't think this will be a problem. more
Now just more than a quarter of the way into the pilot program, ICANN's Registration Data Request Service (RDRS) again will be the subject of intensive discussions during the ICANN80 meeting in Kigali in early June. This includes further consultations hosted by the Commercial Stakeholder Group (CSG) and including registrars, data requestors and ICANN Org. more
