The draft e-commerce policy paper of the Ministry of Commerce and Industry of India raises valid observations concerning some of the imbalances, such as, on the excessive advantages gained by the "first movers" in the private sector, which implies advantages gained by the first -mover States on the Internet, on some of the prevailing gaps in the space and also on concerns about the abusive practices by a few e-commerce platforms and vendors. Friday marks the beginning of the ICANN 57 meeting in Hyderabad, India. As per usual there will be a range of activities related to DNSSEC or DANE. On the face of it, the answer is a rather obvious and simple "yes"! The Internet obviously works across borders. Technically, it is a global network servicing its users wherever they may be on the planet. But it is this very nature -- the fact that the Internet is not bound to a specific country or territory -- which has more and more people asking themselves whether it can really work across borders. more
It looks like Senator Cruz' letter writing campaign isn't going to end any time soon. While previously the Senator and former US presidential hopeful was happy exchanging salvoes with ICANN he's now switched gears and is instead focussing on NTIA and the US Department of Commerce. The latest letter is focussed on a very strange interpretation of the IANA transition proposals. more
Two events that happened last month deserve an additional note. One is the ICANN57 conference held in Hyderabad on November 3-9. The other is the 3rd World Internet Conference Wuzhen Summit held in Zhejiang Province on November 16-18. Though being completely overwhelmed by the result of President election in the United States, both events mark the victory of non-state actors and serve as good news for the community. more
With GDPR coming into effect this May, it is almost a forgone conclusion that WHOIS as we know it today, will change. Without knowing the full details, how can companies begin to prepare? First and foremost, ensuring that brand protection, security and compliance departments are aware that a change to WHOIS access is on the horizon is an important first step. Just knowing that the ability to uncover domain ownership information is likely to change in the future will help to relieve some of the angst that is likely to occur. more

The headlines this week say that over 200 million domain names now exist on the internet. Pretty impressive... But consider the explosive growth of Social Networks. The top twenty social networks alone have over 2 billion user names. With User Names on social networks rapidly becoming the Internet's new brand identifiers, I wonder: is it time that we apply the same trademark rules we have for domain names to user names as well? more
The Coalition Against Domain Name Abuse (CADNA) recently released a statement that implied that cybersquatting is a criminal activity. It said, "CADNA has been working diligently to further international and national policies that combat the practice of cybersquatting... As brands continue to learn about the prevalence and practice of online criminal activities..." While, Internet Commerce Association (ICA) vigorously opposes cybersquatting, it is important to note that cybersquatting is a civil matter, not a criminal one. There is a good reason that cybersquatting is a civil matter... more
ICANN just published the results of the auction for .HOTELS and .HOTEIS. The high bidder (I'm not sure "winner" really applies here) was Booking.com, who will use .HOTELS. The $2.2M they paid, along with the prior results, notably the $25 million Google paid for .APP, brings the total in ICANN's auction pot to about $60.5 million. There's a few more auctions scheduled for CAM, PHONE, and SHOP/SHOPPING, along with yet to be scheduled auctions for DOCTOR, INC, LLP, and LLC. more

While United Domains pre-registration service is free and non-binding, the North American Regional At Large Organization, part of the ICANN governance ecology, is concerned that "the offer of such a service could create artificial demand..." more
Coming up on this Wednesday, July 16, 2014, the 2014 Internet Governance Forum - USA (IGF-USA) will take place at George Washington University in Washington, DC. I'm told by one of the people involved that there are around 500 people currently registered to attend. The agenda looks quite amazing... The Internet Governance Forum, held this year in the Brazilian beach resort town of João Pessoa, completed its 10th annual meeting Friday November 13. The IGF Secretariat claims that nearly 5,000 people attended. Moreover, it looks as if its existence will be continued for another 10 years when the UN meets in New York later this year. Vint Cerf declared it "the best IGF ever" in the closing open microphone session. But how good is "best?" more
ICANN has its 34th international public meeting in Mexico City on 1-6 March i.e. in just over a fortnight. One of the consistent concerns I hear in my role as general manager of public participation for the organization is that there is not a way for people to ask questions to the staff and the Board. I don't think that's really true but I do accept that the formats used are not liked by a large number of people... more
