The State of California often leads the country in addressing regulatory issues. This makes sense since the State has a population of nearly 40 million and an economy that would be the fifth largest in the world if California were a separate country. A new law was enacted on the last day of the California Legislature that was signed by Governor Gavin Newson this month. more
Trust is such a difficult concept in any context, and certainly, computer networks are no exception. How can you be assured that your network infrastructure is running on authentic platforms, both hardware and software and its operation has not been compromised in any way? more
It seems that every day, a new artificial intelligence (AI) capability emerges, posing exciting possibilities for technological advancements -- but also great potential to equal or greater risks. Cybercriminals have taken notice of this rapid surge in the popularity of AI technologies and are attempting to take advantage. more
Starlink recently launched a new webpage that advertises the future ability to deliver text, voice, and data to 4G cell phones via satellite. The texting service is supposed to be available in 2024, with voice and data coming in 2025. The service will require a user to have a view of the open sky. more
It's been an interesting couple of weeks for me, in mid-October 2023. I presented in a couple of panels at the 18th Internet Governance Forum meeting, held in Kyoto, Japan, and I also listened in to a couple of sessions in their packed agenda. The following week, I followed the presentations at NANOG 89, the meeting of the North American Network Operator's Group, and listened to a presentation by John Curran, the President and CEO of ARIN, where he gave his impressions of the current state of Internet Governance. more
With the strong possibility of a new Netmundial-style event being organized under the stewardship of CGI.br in 2024, the Internet governance community ought to reflect upon the benefits that this could bring to all stakeholders. In a scenario of uncertainty over the several processes affecting the future of the global network, there is value in taking another look at the original event's collaborative outcomes document, which summarized much of what was then understood to be core principles of Internet governance. more
A recent invitation to participate in a webinar to discuss ICANN's Role in Satellite Internet Governance as an enabler of UN Sustainable Development Goal (SDG) 9 prompted me to consider this issue. As a legal scholar with expertise in telecommunications infrastructure, I had much to say and discuss about the new mega-constellation phenomenon and its potential role in achieving SDG9, which, for me, is a multifaceted and fascinating subject. more
This open letter, penned by Rami Schwartz, the CEO of Latin American Telecom LLC, addresses Universal Acceptance issues related to the .TUBE top-level domain (TLD). Published to the ICANN Board, it highlights challenges faced in making .TUBE domains function correctly in popular messaging apps like WhatsApp. more
Artificial Intelligence, AI, is often portrayed and perceived as just one more innovative stage in a long line of ever more sophisticated and powerful tools that humans use to survive and prosper. AI is different! As its name states, its ambition and goal is not to be just another tool but to introduce an artificial (digital) intelligence that is free from the weaknesses humans confront when doing some tasks. more
As ICANN turns 25 and I turn 51, I realize that I have literally spent more than ½ of my life working in the domain name industry and with the first multistakeholder experiment originally called NewCo (later called the Internet Corporation for Assigned Names and Numbers ("ICANN"). My first interaction with NewCo, after the Green Paper, White Paper, Internet Forum for the White Paper, etc., was an Intellectual Property attorney at the law firm of Arter & Hadden. more
Starlink gets almost all of the satellite press in the U.S., which is fair since the company now serves many homes and RVs with broadband. The company currently has over 4,600 active satellites in orbit, and if it sticks with its original business plan, it will eventually have 30,000. But there are a few other satellite companies working in the broadband space that don't get the press. more
At the end of August, the FCC gave final approval to the requirement that ISPs must provide broadband labels. The FCC had originally approved the broadband labels in November 2022 but then received three petitions to further modify the rules. The recent order makes a few minor changes to the original order but largely leaves the original broadband label rules intact. more
Ali's invitation to post reflections on the past 25 years of ICANN is very welcome. No doubt, some will write about major shifts in how ICANN is governed, for example, the end of United States government oversight. While others will write about changes to the industry that ICANN has catalyzed, for example, the 2012 round of new gTLDs and the upcoming next application process. more
ICANN 53, in beautiful Buenos Aires, was the first time I experienced multi-stakeholder Internet governance Back then, I represented, as chair, the Latin American Forum of Telecommunications Regulators (REGULATEL), an observer org in GAC. I remember my amazement... more
