At ICANN San Juan, I found out from Tina Dam, ICANN's IDN Program Director, that she was putting together a live IDN TLD test bed plan which includes translations of the string .test into eleven written languages (Arabic, Chinese-simplified, Chinese-traditional, Greek, Hindi, Japanese, Korean, Persian, Russian, Tamil and Yiddish) and ten scripts (Arabic, Cyrillic, Devanagari, Greek, Han, Hangul, Hebrew, Hiragana, Katakana, Tamil)... WHOIS Redux: Demand Privacy in Domain Name Registration

Doc's post and the impending comments deadline for the next iteration of ICANN's never-ending WHOIS saga finally pushed me to write up my thoughts on the latest iteration of ICANN debate. As Doc points out, much of the current debate is very inside baseball, tied up in acronyms atop bureaucratic layers. Department of Commerce Cancels IANA Contract RFP

The United States government has cancelled IANA Request for Proposal (RFP) SA1301-12-RP-IANA according to an updated page made today on the FedBizOpps website. The change -- time stamped Mar 09, 2012 2:44 pm -- states: "The Department of Commerce intends to reissue the RFP at a future date, date to be determined (TBD). Interested parties are encouraged to periodically visit www.fbo.gov for updates." more

The Blurr-Cade Proposal on Root Zone Oversight

Becky Burr (former NTIA official) and lobbyist Marilyn Cade has made a proposal to create a multilateral working group to oversee the root zone file updates. I would characterize the Burr-Cade proposal as a "small step for mankind and a giant step for the US" to paraphrase Neil Armstrong. The main merit of the proposal is that it looks like something the USG might want to follow. Sevaral people suggested there should be no governmental oversight at all but that does not look realistic, in the sense that there can be huge economic and political interests behind ICANN decisions. more

ITU Workshop on Internet Governance

The World Summit on the Information Society will hold its first workshop on internet governance in late February, it has emerged. ...The WSIS, backed by the UN and its International Telecommunications Union, said this week that it will hold the workshop February 26 and 27 at the ITU headquarters in Geneva, Switzerland. more

Will Anyone Qualify As a Community TLD?

Some Top-Level Domain (TLD) applicants have been saying that they're "community" applications, which means that would avoid an auction and prevail over even deep-pocketed competitors. But according to ICANN's Applicant Guidebook, very few if any applications will qualify as a community. If you're an applicant who's been telling your supporters or investors that you're going to win because you're a community, you might want to take a step back. more

NTIA Objects to Planned o.com Auction

According to media sources, the National Telecommunications and Information Administration (NTIA) wrote to Verisign last Friday, objecting to the company's plan to auction o.com to the highest bidder. The planned release for o.com - described by the Second Amendment to the .com Registry Agreement and intended as a pilot for the remaining reserved single-character .com names - involved an opaque consideration process that ignored community input and set aside hard-won trademark protections developed by stakeholders in order to maximize dollars earmarked for an unidentified cadre of non-profit organizations. more

Domain Seizures for Copyright Infringement Likely to Move Beyond U.S. Based Registries

Efforts to take down websites for copyright infringement are likely to move beyond U.S.-based domain name registries, with ICANN promising to more closely cooperate with global law enforcement agencies and governments. During an open session with the Government Advisory Committee (GAC), the ICANN board confirmed that it will enforce its contracts with registrars more effectively in order to meet expectations from governments and law enforcement authorities. more

Unfortunately, the accountability deficit crisis created by ICANN's longstanding policy of purely "self-policing" with no meaningful external accountability mechanisms will not be solved by this weak plan for more self-policing. more

Analysis of the IDN New gTLD Applications
