This is the fourth part of a multi-part series reported by ICANNfocus. This part focuses on the Information Correction Process. "The Data Quality Act provides affected persons the right "to seek and obtain correction of information maintained and disseminated by the agency that does not comply" with the Data Quality Act and implementing guidelines. ...The Department of Commerce's National Telecommunications and Information Administration (NTIA) provides detailed instructions on how to request correction of information not meeting their Data Quality guidelines. NTIA is the operating unit of the Department of Commerce that is responsible for ICANN." more

TLD Operators: Cleaning Up Lame Delegations

ICANN's Security and Stability Advisory Committee (SECSAC) recently released some recommendations regarding the DNS infrastructure, specifying among other things, that sub-zone delegation be kept up-to-date. ...The SECSAC report doesn't mention, but I believe is trying to address, is the alarming fact that nearly 10% of the name servers listed in the root zone are lame, either they aren't authoritative for the zones they are supposed to be, or they are unreachable much of the time.

ICANN’s Proposed Changes to IDN Registration

A month ago, ICANN announced that it had a large set of proposed changes to its "Guidelines for the Implementation of Internationalized Domain Names". The original guidelines are fairly confusing and not widely deployed by the ccTLDs, so one would think that the proposed revisions would be clearer and more useful. No such luck. Instead of describing what the problems with the old guidelines were, the committee that put together the new proposal simply added a whole bunch more rules. more

ICANN Threatens RegisterFly Termination

ICANN sent a 10-page letter to RegisterFly on February 21st threatening to terminate its accreditation. The letter is available here. ICANN's not exactly advertising this -- no conspicuous notice appears on its home page and, more curiously, no update has been posted by the Ombudsman despite two prior postings about RegisterFly in the past week. A member of the general public would be hard pressed to find out that any action has been threatened. more

The Need to Keep Congress Fully Informed

The MOU between the Department of Commerce and ICANN includes a series of specific milestones that the corporation is required to accomplish by certain specified dates. One of the specific requirements placed on ICANN by the agency is to define "a predictable strategy for selecting new TLDs using straightforward, transparent, and objective procedures that preserve the stability of the Internet...." The MOU goes on to state that "(strategy development to be completed by September 30, 2004 and implementation to commence by December 31, 2004)." more

Domain Tasting: Big Multifaceted Action on Bad Actors

Reported in the Washington Post no less: "Dell Takes Cybersquatters to Court". As reported a few weeks ago, this is a very thorough action targeting certain practices and practitioners... I'm surprised a suit this thorough didn't name Google as a co-defendant. Then again, maybe it's not that surprising because Google offers a well liked product, has a lot more money; and a search partnership with Dell that allows Dell to share in the profit when its users engage in "right of the dot" typosquatting on Dell keyboards. It's funny, because one day, Dell could find itself on the defendant's side of the courtroom... more

Fadi’s Resignation, Sepp Blatter’s Resignation - Others Should Consider Resigning as Well…

Fadi Chehade, the incumbent President and CEO of the Internet Corporation for Assigned Names and Numbers (ICANN), on 21 May 2015 announced his intention to leave ICANN by March 2016. No actual reasons were given for his summary and unexpected decision to stop being the head of an organization that he has led since 2012 -- against the background that Fadi Chehade had recently received an ICANN Board-approved contract extension up till 30 June 2017; together with a slate that has a long list of things to do with many uncompleted assignments. more

As WGIG forms, Ideas about Defining its Scope Circulate

The Internet Governance Project (IGP) issued a set of reports analyzing the current "state of play" in Internet governance. The reports were commissioned by the United Nations ICT Task Force as an input into the deliberations of the UN Secretary-General's Working Group on Internet Governance (WGIG). The report identifies the international organizations and agreements affecting the Internet, and points out where there are conflicts and gaps. more

The Technical Impact of New gTLDs: Are We Pushing on Regardless?

Have some security aspects been overlooked in the rush to conclude the new gTLD program and "give birth to the baby before it starts to get really sick" as ICANN CEO Fadi Chehadé put it at a briefing jointly organised by ICANN and the European Commission a few days ago? Ever since 2008 when the ICANN Board approved the GNSO-evolved policy that became the new gTLD program, it has been reworked so much that it's difficult to imagine any stone has been left unturned. WHOIS Review and Beyond 3.7.8

We have posted our support of the WHOIS Policy Review Team Report with two important comments. First, on page 79 of the report it is confirmed that the RAA is unenforceable on WHOIS inaccuracy (we wrote about this while at the last ICANN meeting) because the language of RAA 3.7.8 has no enforcement provision. It is now time for ICANN to confirm this problem officially.  more

Holocaust Remembrance Day

Today is Holocaust Remembrance Day. Today we remember that the Nazis rounded up Jews, Roma, political dissidents, and other "undesirables" using the best data and technology of the day and sent them off to concentration camps. We don't normally deal with this type of political reality in ICANN, but now is the time to do so. In 1995, the recently formed European Union passed the EU Data Protection Directive. more

Is ICANN’s .IR Response at Odds with the ACPA and ICE Domain Seizures?

An initial review of ICANN's response to litigation seeking it to turn over control of the ccTLDs of Iran, Syria and North Korea led to the conclusion that it had opened a "legal can of worms". A few more just wriggled out, and they threaten the basic assumption that underlies the U.S. statute governing cybersquatting and the practices engaged in by Federal officials seizing domain names engaged in intellectual property infringement. more

After ICANN’s TLD Application System Glitch, Communication Is the Key

There were long faces all over the new gTLD ecosystem yesterday -- applicants, consultants and technical operators alike -- when ICANN took their Application System (TAS) offline and announced that it would not be brought back up for 5 days. As a result, the long-anticipated close of the first new gTLD application window was pushed back from April 12 to April 20, 23:59 UTC. You could almost hear the groans of dismay spreading over social cyberspace! more
