On December 1, 2014 the Cross Community Working Group (CWG) on Naming Related Functions published a Draft Transition Proposal. The comment period on the Proposal extended for twenty-one days; due to a requirement imposed by the separate IANA Coordination Group (ICG) that a final proposal be received by mid-January, there was no provision for a follow-up reply comment period as is standard ICANN Practice for issues of far less consequence. more
ICANN Board of Directors today approved a new Domain Name Registrar Accreditation Agreement (RAA) following over a year of negotiations between ICANN and its Registrar Stakeholders Group - last RAA was approved in 2009. more

Recently a proof of concept attack was announced on the Internet that demonstrated how a web address could be constructed that looked in some web browsers identical to that of a well known website. This technique could be used to trick a user into going to a website that they did not plan on visiting, and possibly provide sensitive information to a third party. OK. Now my lawyer has given me the green light, I can officially announce I am working on a proposal for a .sport TLD, to be submitted to ICANN for consideration as a new TLD next year. There is still a long way to go in terms of getting the proposal ready, but I this this one is a winner... more
Proper, transparent, accountable U.S. NTIA's Transition of its oversight of the Internet to something other than a single country oversight is something I have always believed in and spoke and written about repeatedly for years and is long overdue. But NTIA's March 14th declared intent to transfer "Key" Internet roles is not only very ambiguous but leads to new questions and concerns that must be answered before anything starts taking place. more

The reports and analysis by Dr. Dennis Carlton are deeply, deeply flawed. I will prepare a long rebuttal to it in the coming weeks, but wanted to go on the record early as to its weaknesses. The analysis appears to be based on a very limited review of the market for domain names, and utilizes little actual data. It fails to even consider how nuanced the market for domain names has become, and how registry operators can exploit those nuances, including tiered-pricing... more
I think we are all hoping that when ICANN meets with the DPAs (Digital Protection Authorities) a clear path forward will be illuminated. We are all hoping that the DPAs will provide definitive guidance regarding ICANN's interim model and that some special allowance will be made so that registrars and registries are provided with additional time to implement a GDPR-compliant WHOIS solution. more
In cooperation with the ICANN Security and Stability Advisory Committee (SSAC), we are planning a DNSSEC and Security Workshop for the ICANN78 Annual General Meeting being held as a hybrid meeting from 21-26 October 2023 in Hamburg, Germany in the Central European Summer Time Zone (UTC +2). This workshop date will be determined once ICANN creates a block schedule for us to follow; then we will be able to request a day and time. more

It is an open secret that the current state of IPv4 allocation contains many accidental historical imbalances and in particular developing countries who wish to use IPv4 are disadvantaged by the lack of addresses available through ordinary allocation and are forced into purchasing addresses on the open market. As most of the addresses for sale are held by organisations based in the developed world, this amounts to a transfer of wealth from the developing world to the developed world, on terms set by the developed world. more
I have been attending the American Registry for Internet Numbers (ARIN) meeting in Toronto. ARIN is one of the RIRs, i.e., the Internet address registry and policy making authority for North America. Although I have observed and participated on RIR lists for some time and interacted with RIR representatives at ICANN, WSIS and IGF, this is the first time I have been able to attend a meeting. I'm glad I did. more
The Internet Corporation for Assigned Names and Numbers (ICANN) launched the Uniform Rapid Suspension System (URS) (2013) in anticipation of the marketing of new gTLDs that became available from November 2013. It is one of four new rights protection mechanisms (RPMs) designed to combat cybersquatting. It is not intended for legacy gTLDs, and for new TLDs, it is planned only for that class of dispute colloquially referred to as a "slam dunk." more
