Good news. In now my 15th ICANN meeting or so it's clear that the internet governance community is finally taking some real note of the rest of the world -- including the over 50% of humankind that doesn't use Latin script characters to communicate. In fact, talk of emerging markets is everywhere at the San Francisco ICANN meeting this week. The ICANN Board and Government Advisory Committee (or GAC, a group of government representatives that advise the Board) are talking about the needs of developing countries. more
Bulgaria has proposed for an Internationalized Domain Name (IDN) ccTLD string .?? (Cyrillic for .bg, or U+0431 U+0433), but the proposal was turned down by the ICANN DNS Stability panel in May 2010 without any arguments or an option for appeal. November 11, 2010, marked the day when the new Internationalized Domain Name (IDN) contry code Top-Level Domain (ccTLD) .?? (Cyrillic for ?????????? ?????????, Russian Federation) was opened for general registration. Prior to that date the registration was open only for trademark owners and governmental institutions. ... It turned out they needed less than three hours to reach to the 100,000 domain names! Such a gold rush was not expected, and numbers continued to grow - 200,000 within 6 hours... more than 460,000 by today. more
Since last Thursday's launch of Russia's Cyrillic script IDN ccTLD, registration volumes have smashed all expectations, much like a Soyuz rocket blasting off into space from the Baikonur Cosmodrome. At the time of writing (14:00 17/11/2010 UTC), .??, which is Cyrillic for RF (short for ?????????? ????????? - Russian Federation) has just exceeded 500,000 registrations, having passed the 100,000 mark in the first three hours. It is already among the top 30 ccTLDs worldwide and heading towards the top 20 at high speed. more
When I was on the ICANN board, we were dealing with the issue of Internationalized Domain Names (IDNs), an initiative to allow non-latin characters in domain names. Technically, it was difficult and even more difficult was the consensus process to decide exactly how to do it. Many communities like the Chinese and Arabic regions were anxious to get started and were getting very frustrated with the ICANN process around IDNs. ... ICANN's Board of Directors on Friday approved a set of Chinese language internationalized domain names which will allow millions of Chinese language users to access the internet using their native script. The new Internationalized Domain Name (IDN) country code Top-Level Domains (ccTLDs) and the associated organizations approved by the ICANN board include three different organizations: CNNIC (China Internet Network Information Center), HKIRC (Hong Kong Internet Registration Corporation Limited), and TWNIC (Taiwan Network Information Center). more
Those who have been involved in the ICANN process as long as I have naturally become accustomed to ICANN controversies at all levels. But the latest is a "wrong" of international ramifications. The four (4) versions of the Guidebook for the new generic Top-Level Domains (gTLDs) have been hundreds of pages long with a lot of The Good, The Bad, and to some, The Ugly. However, something new has appeared in the 4th and latest version called DAG4 can be called: "The Disturbing". more
The first Internet domains using the Cyrillic script were launched on May 13 after Russia was officially assigned the .?? (.rf, for "Russian Federation") domain by the global Internet governing body. Representatives of the Internet Corporation for Assigned Names and Numbers (ICANN) handed Russia its Cyrillic domain administration certificate at an Internet forum that kicked off in Moscow. more
The .emarat Arabic script Internationalised Domain Name (IDN) ccTLD for the United Arab Emirates has been entered into the DNS Root Zone and is therefore now resolving. This is a truly historic moment in the development of the Internet in the United Arab Emirates and the wider Arabic-speaking world as it removes the last hurdle preventing people without English-language skills from enjoying the full benefits that the Internet has to offer. more
Announced in a blog post today, ICANN's Manager of Root Zone Services, Kim Davies, reports: "Today the first three production non-Latin top-level domains were placed in the DNS root zone. ... The three new top-level domains are ????????. (“Al-Saudiah”), ??????. ( “Emarat”) and ???. (“Misr”). All three are Arabic script domains, and will enable domain names written fully right-to-left. Expect more as we continue to process other applications using the “fast track” methodology." more

As we approach the World Cup in South Africa this June it's heartening to see the amount of attention being paid to the continent. As with ICANN's recent Nairobi meeting, the eyes of the world are focusing on Africa in a new way -- as a sophisticated marketplace, and as a destination for investment, technology, and yes, sports... Still, as we prepare for the Cup and as we celebrate ICANN's recent approval of more Internationalized Domain Names (IDNs), our job as an Internet community remains unfinished. Too many scripts and thus too many key voices remain "off the pitch". more
ICANN has given Jordan preliminary approval for its IDN (Internationalized Domain Name) ccTLD. "At this time ICANN has received a total of 21 requests for IDN ccTLD(s) through the String Evaluation process, representing 11 languages. A total of 13 requests have successfully passed through the String Evaluation and are hence ready for the requesting country or territory to initiate the application for String Delegation." more
