DOTCOM Act Passes House as Rubio Leads Senate Call for IANA Oversight Hearings

The Shimkus Amendment to the $601 billion National Defense Authorization Act (HR 4435) passed the House of Representatives on May 22nd by a mostly partisan vote of 245–177. While all 228 Republicans present and voting supported the amendment only 17 Democrats voted "aye", with 177 in opposition. Final passage on the entire bill was a bipartisan vote of 325–98. The Senate has not yet passed its version of a FY 2015 Pentagon funding bill, and once it does all the differences between the two versions must be reconciled before it can be sent to President Obama for his signature. more

Avaya’s web.alive - Another Approach for Unified Communications?

Earlier this month, Avaya held a new type of customer event in Toronto, called Evolutions. They have been looking for better ways to bring customers together, so aside from their global event, they've put together Evolutions, which has a regional focus. The first one was recently held in Mexico to great success, and my understanding is that Canada was the next trial event, and that's what I attended in downtown Toronto... I'm almost certain I was the only Canadian analyst invited, so this may well be the only place you'll hear about Evolutions. more

In it, he has a blunt assessment of the US's capabilities when it comes to combatting online crime, especially data theft and hacking... The Internet's existence within the regulatory system has been a disastrous failure. Network Neutrality is fine as far as it goes. The problem is that it leaves the current abysmal system in place. Bottom line -- the most significant thing that can be done for the citizens of the internet in the US would be for the FCC to declare the internet protocol to be telecommunications and no longer exempt from regulation. more

Cisco: Africa in 2017 to Have More Internet Users Than U.S.

Carlos Slim of Telmex tells me the world is about to change. "Two billion more people will connect to the Internet when smartphones cost $50. The phone makers are promising me a $50 phone in 2014." If Spreadtrum and Firefox deliver a $25 smartphone, as promised, that could accelerate takeover. ~310,000,000 Africans will be connected to the Internet in 2017, Arielle Sumits of Cisco predicts... It's inevitable that the U.S. will be dwarfed by the rest of the world. more

Notes from Tunis: The New Internet Governance Forum

I'm in Tunis at the World Summit on the Information Society (WSIS), where the biggest debate is over the future of "Internet Governance." The final text for this was agreed upon about 30 minutes ago. The two quick sounds bites are that (1) the US and the US based Internet Corporation for Domain Names and Numbers (ICANN) retain, for now, control over the most important aspects of the global Internet Domain Name System (DNS), and (2) the conversation over this issue and a surprisingly broader governance agenda is continuing, under the United Nations. more

The Christmas Goat and IPv6 (Year 6)

When I last year failed to take a picture of the Christmas goat before it was taken down, I decided this year to take a pic every minute, just to be on the safe side. Credibility and Disbelievablity as it Affects Outcomes in UDRP Proceedings

"Credibility" in English comes through Middle French from a Latin word signifying trustworthiness and reliability in business and personal transactions (allegations, contentions, statements, promises, etc.). Where the goal is persuasion, exaggerating, embellishing, withholding, and falsifying evidence or accusing the adverse party of some heinous crime is not a winning strategy for proving claims or defenses. more

New gTLDs Race to the Bottom With Domain Giveaways?

The new .BERLIN domain added 67,000 new registrations early this week and another almost 6,000 yesterday. This occurred after a few registrars ran a promotion offering free .BERLIN domains. As reported at DomainIncite, over a 1/3 of these domains were purchased by one registrant - making them the largest "landowner" in .BERLIN. Giving away domains may be a good short term business practice... But the geographical domains are not supposed to be generic... more

The papers have been abuzz with the shutdown of Liberty Reserve, an online payments system, due to accusations of large scale money laundering via anonymous transactions. Many people have noted similarities between LR and Bitcoin and wonder whether Bitcoin is next. I doubt it, because with Bitcoin, nothing is anonymous. more

In 2014, Cuba embarked on a program for the "informatization" of society and "advances in the informatization of society" was the theme of the short videos by ETECSA president Mayra Arevich Marín and Vice Minister of Communications Wilfredo González... I was struck by the emphasis on the Cuban national intranet, as opposed to the global Internet... ICANN’s Implementation Recommendation Team for New gTLDs: Safeguards Needed

During the recent ICANN Board meeting in Mexico City, the Board authorized the creation and funding of an Implementation Recommendation Team (IRT). This team was to be comprised of "an internationally diverse group of persons with knowledge, expertise, and experience in the fields of trademark, consumer protection, or competition law, and the interplay of trademarks and the domain name system to develop and propose solutions to the overarching issue of trademark protection in connection with the introduction of new gTLDs." more

The Emergence of Consensus in the UDRP

The modus operandi of the Internet Corporation for Assigned Names and Numbers (ICANN) is achieving consensus. This also holds true for the principal rights protection mechanism that emerged from a two-year round of debates organized by the World Intellectual Property Organization (WIPO) that ICANN implemented in 1999 as the Uniform Domain Name Dispute Resolution Policy (UDRP). The Great Domain Correction of 2017?

There were only 1.8 million registered .com names when I joined the NSI (Network Solutions) Marketing Team in the summer of 1998. ICANN was formed just a few months later. By the time we were acquired by Verisign in June of 2000 there were roughly 14 million names in the .com database. I recall predictions that one day there would be 100 million registered .com names. Some thought that was a craaaazy number and wanted to know what we were smoking. more
