The one-page link shortening service provider, vb.ly, has been seized with no apparent warning by the Libyan government which manages the ".ly" county code Top-Level Domain (ccTLD). According to reports, Nic.ly, the registry operator of the ccTLD in Libya informed the user of the domain that the content of its website was considered offensive, obscene and illegal by the Libyan Islamic Sharia Law and therefore revoked. more

The announcement that .co has already achieved over 450,000 new registrations since the opening up of the second level a month ago demonstrates that there is strong demand in the global domain name marketplace for quality new domain spaces. Though .co is the country code Top Level Domain (ccTLD) for Colombia, the second-level registrations (i.e. company.co) are available on a global basis and it is being pitched as a direct competitor to the dominant .com gTLD. Google has altered its algorithm to increase the relevance of search results in the .co domain by treating .co as a gTLD... more

The US Government's decision to transition its oversight of the IANA function to a multi-national, multi stakeholder organisation is set to impact ICANN's standard operations. ICANN's travelling circus is meeting in San Juan, Puerto Rico this week. One of the main subjects of discussion has been the introduction of new generic Top-Level Domains (gTLDs), after a GNSO Report [PDF] proposed 19 "Recommendations" for criteria these new domain strings should meet -- including morality tests and "infringement" oppositions. ...It's important to keep ICANN from being a censor, or from straying beyond its narrow technical mandate. The thick process described in the GNSO report would be expensive, open to "hecklers' vetos," and deeply political... ICANN should aim for a "stupid core"... more

ICANN's second level domain (SLD) blocking proposal includes a provision that a party may demonstrate that an SLD not in the initial sample set could cause "severe harm," and that SLD can potentially be blocked for a certain period of time. The extent to which that provision would need to be exercised remains to be determined. However, given the concerns outlined in Part 2 and Part 3 of this series, it seems likely that there could be many additions (and deletions!) from the blocked list given the lack of correlation between the DITL data and actual at-risk queries. more
The Domain Name System has provided the fundamental service of mapping internet names to addresses from almost the earliest days of the internet’s history. Billions of internet-connected devices use DNS continuously to look up Internet Protocol addresses of the named resources they want to connect to - for instance, a website such as blog.verisign.com. Once a device has the resource’s address, it can then communicate with the resource using the internet’s routing system. more
Viviane Redding, the Information Society and Media Commissioner for the EC posted a video blog this week noting that the JPA between ICANN and the US Department of Commerce ends this September. In it she proposes that ICANN be overseen by a "G-12 for Internet Governance" with 12 geographically balanced government representatives from around the world. That's such a non-starter that I'm baffled that she would even propose it... more
