I have struggled over the past couple of weeks to come up with a metaphor to succinctly describe the standoff between the ICANN Board and the ICANN Government Advisory Committee (GAC) over the new generic Top-Level Domain (gTLD) implementation process. So here's my best attempt to explain these dynamics in terms a layperson may be better to understand. I chose the metaphor for its timeliness, without meaning to offend anyone. more
Any new top level domain approved for the Internet will have to be more than just a single label. ICANN's new gTLD program committee (NGPC) has decided to ban the use of "dotless domains". TLD operators that had planned to use their new suffix as a keyword, i.e. just the string and nothing else, will now have to reconsider. more

During the sunrise period for .eu domains there was quite a bit of controversy, as a number of high profile names were grabbed by companies that had no legitimate right to them. One of the domains that caught my attention at the time was dublin.eu (see Irish Times article). So what about the .tel sunrise?

In Brussels on Friday, an esteemed panel of experts got together to discuss the challenge of improving ICANN's accountability. It's just too bad nobody from ICANN came by to hear it. ... While their prescriptions varied widely, the panelists were remarkably similar in their diagnoses - namely, that ICANN has yet to meet the fundamental challenge of making its board and staff accountable and answerable to the community that it is intended to serve. more

In mid-August ICANN staff attempted to impose their own proposal for the process that will determine what overall new ICANN accountability measures should accompany the proposed IANA functions transition -- and thereby replace the restraining and corrective oversight role that the U.S. has played through periodic reevaluation of ICANN performance in conjunction with re-awarding of the IANA contract. As the last strike of the clock signals the end of 30 May 2012 there will be quiet relief from the back offices and consultants of most top-level domain name (TLD) applicants. And finally after the drama of the TAS system gremlins we have closure. Still there may yet be squeals of anguish as someone, somewhere got it wrong. A glitch in the applicant's computer, a lost bank transfer, a last minute switch of provider: all may be reasons for failure. ...as the quip attributed to Gore Vidal so aptly put it, "It's not enough to succeed. Others must fail." So lets discuss some additional points of failure. more
Wednesday was the open public consultation preparing for the second meeting of the Internet Governance Forum, which will take place in Rio de Janaeiro on 12th-15th November. Although the inaugural Athens meeting was widely deemed a success, having largely stayed off the dread topics of wresting control of DNS from ICANN and IP addressing from the RIRs, the usual suspects were back demanding that these topics be added to the agenda. more

China as a nation with a population of 1.3 billion people, represents over a fifth of the whole world and for this reason, if not for any other, we need to sit up and listen to anything that China says, though a lot of what China says may be disagreeable. China unambiguously stated its position during the Internet Governance Forum (IGF) Open Consultations at Geneva on May 13. On this instance, I consider the views expressed by China largely respectable, but needs to be bridged in some areas. more
I thought of ICANN yesterday when reading about the devolution of the Iraqi Governing Council, which managed to unite for just a moment to approve a constitution with about the half-life of lutetium. ICANN and the IGC: two institutions put in charge of ill-behaved constituencies and stuck in chronic failure mode. Could anything be learned by examining them at arm's length? I'm sitting in the Popov Room of the ITU Tower in Geneva, the room is quiet, the atmosphere placid, chairs are empty. The final meeting of the CWG WCIT prep WG has just concluded its work and the chair will be reporting to the Council the results of our work. I find myself strangely calm and looking forward to my next week, to be spent in Prague... Should you choose to read through the documents, and they are lengthy at approximately 375 pages, you might think that a number of the proposals were directed at the Internet. more
