Russia’s Cyrillic IDN ccTLD Blasts Off, Through the 500K Mark in Under a Week

Since last Thursday's launch of Russia's Cyrillic script IDN ccTLD, registration volumes have smashed all expectations, much like a Soyuz rocket blasting off into space from the Baikonur Cosmodrome. At the time of writing (14:00 17/11/2010 UTC), .??, which is Cyrillic for RF (short for ?????????? ????????? - Russian Federation) has just exceeded 500,000 registrations, having passed the 100,000 mark in the first three hours. It is already among the top 30 ccTLDs worldwide and heading towards the top 20 at high speed. more

ICANN Close to Final DAG for Top-Level Domains: Will Policy Concerns by New Applicants Be Resolved?

ICANN's plan to increase competition and bring innovation in the domain space by launching top-level domains (TLD) seems to be in full swing following the resolutions at the last ICANN Board retreat in Norway. However one area that seems unclear is who will take responsibility in determining the TLD winners. After years of continuous additions, retractions and amendments, the Draft Applicant Guidebook (DAG) is not yet finalized. However, the word in the ICANN community is that the TLD program launch will be in effect immediately after the ICANN San Francisco meeting held in March 2011. more

As we inch ever closer to new gTLDs actually launching on the Internet, business models and marketing approaches are becoming clearer and better defined. IRP Panel Sanctions Afilias, Clears the Way for ICANN to Decide .web Disputes

The .web Independent Review Process (IRP) Panel issued a Final Decision six months ago, in May 2021. Immediately thereafter, the claimant, Afilias Domains No. 3 Limited (now a shell entity known as AltaNovo Domains Limited), filed an application seeking reconsideration of the Final Decision under Rule 33 of the arbitration rules. Rule 33 allows for the clarification of an ambiguous ruling and allows the Panel the opportunity to supplement its decision if it inadvertently failed to consider a claim or defense, but specifically does not permit wholesale reconsideration of a final decision. more

ICANN: Keep the Core Neutral, Stupid

ICANN's travelling circus is meeting in San Juan, Puerto Rico this week. One of the main subjects of discussion has been the introduction of new generic Top-Level Domains (gTLDs), after a GNSO Report [PDF] proposed 19 "Recommendations" for criteria these new domain strings should meet -- including morality tests and "infringement" oppositions. ...It's important to keep ICANN from being a censor, or from straying beyond its narrow technical mandate. gTLD Contention Auction in May: Request for Comments

Many gTLD applicants with strings in contention have already heard about the Applicant Auction, a voluntary private auction for resolving string contention that my colleagues and I are organizing. A “G12” to Oversee ICANN? Not Likely

Viviane Redding, the Information Society and Media Commissioner for the EC posted a video blog this week noting that the JPA between ICANN and the US Department of Commerce ends this September. In it she proposes that ICANN be overseen by a "G-12 for Internet Governance" with 12 geographically balanced government representatives from around the world. That's such a non-starter that I'm baffled that she would even propose it... more

ICANN Drifting Toward Online Content Regulation, Says Law Professor

In a paper for the Washington & Lee Law Review, University of Idaho College of Law Professor Annemarie Bridy, depicts ICANN's ambivalent drift into online content regulation through its contractual facilitation of a "trusted notifier" copyright enforcement program between the Motion Picture Association of America (MPAA) and two registry operators for new gTLDs, Seattle-based Donuts and Abu Dhabi-based Radix. more

Decision Day for ICANN: The End of the Beginning, or the Beginning of the End?

I've just arrived in Singapore, where ICANN's board will almost surely vote to launch an unprecedented expansion plan for generic top-level domains (gTLDs). As the new gTLDs start lighting-up over the next two years, we'll look back on this week as the "end of the beginning" since it ended several years of planning for the actual expansion. After the vote the real work begins: evaluating applications, implementing new mechanisms, and contract compliance on a scale far greater than ICANN has ever seen. more

WHOIS Inaccuracy Could Mean Noncompliance with GDPR

The European Commission recently released technical input on ICANN's proposed GDPR-compliant WHOIS models that underscores the GDPR's "Accuracy" principle - making clear that reasonable steps should be taken to ensure the accuracy of any personal data obtained for WHOIS databases and that ICANN should be sure to incorporate this requirement in whatever model it adopts. Contracted parties concerned with GDPR compliance should take note. more

Conclusion: SLD Blocking Is Too Risky Without TLD Rollback (Part 4 of 4)

ICANN's second level domain (SLD) blocking proposal includes a provision that a party may demonstrate that an SLD not in the initial sample set could cause "severe harm," and that SLD can potentially be blocked for a certain period of time. The extent to which that provision would need to be exercised remains to be determined. However, given the concerns outlined in Part 2 and Part 3 of this series, it seems likely that there could be many additions (and deletions!) from the blocked list given the lack of correlation between the DITL data and actual at-risk queries. more

IANA Transition Set to Disrupt ICANN Operations

The US Government's decision to transition its oversight of the IANA function to a multi-national, multi stakeholder organisation is set to impact ICANN's standard operations. On April 25, ICANN Board Chair Steve Crocker send an email to the ICANN community leaders suggesting changes to the agenda for the upcoming 50th International ICANN meeting, set to be held in London from June 22 to 26. more
