The new guidebook represents an enormous step forward for the new Top-Level Domain program for a number of key reasons. As we have commented previously, the naming convention as the 'Final' guidebook is of significant importance and reinforces the ICANN Board's intention to get to the finish line with the program. Of equal importance however, is that the number of changes from the previous version of the guidebook is relatively small and focus on a few key issues which shows that the end is indeed near. more
BusinessWeek is running a column called 'Brandjacking' on the Web. In summary, nobody likes deliberate cybersquatting or typosquatting. But if Typo domain-names did not exist, the traffic would continue to flow to Microsoft or Google via the browser's error search where those very large companies would make money in the same manner as the 'evil cybersquatters'... more
The Internet, at nearly every stage of its evolution, has effected change in existing intellectual property industries as those industries struggle to keep up with the march of technological advancement. For example, the entertainment industry has seen widespread piracy and bootlegging of just and soon-to-be released movies as a result of the increased availability of broadband Internet access in the home, and efficient peer-to-peer file-sharing technologies online. In response the entertainment industry has backed a wave of proposed legislation including the maligned Stop Online Piracy Act (SOPA) and Protect IP Act (PIPA). more
Now that ICANN's Last Resort Auctions are becoming an imminent reality, more and more applicants with gTLDs in contention are coming to the conclusion that they would be better off in a private auction. As a result, there is a renewed discussion of the various approaches that have been proposed. Interesting new suggestions have also been made within the gTLD applicant community. more
One summer sport in Internet governance is speculating on what direction ICANN's new CEO will take it in. Making the media rounds yesterday on Fox and Lehrer News Hour to talk about the recent DDoS attacks on US and S. Korea government and commercial websites, new CEO Rod Beckstrom pushed how the response to cyber attacks is a coordinated effort, he also alluded to ICANN's role in similar attacks. Responding to a question on the News Hour about the USG policy response to dealing with cyber attacks, Beckstrom highlighted the critical role of ISP filtering, and identified the "organic" as well as "somewhat structured" coordination which occurs during a typical response. More interestingly, he plugged ICANN's facilitating role. more
At the time we posted 'Whatever Happened To Due Process,' we were unaware that we were just one of many registrars receiving these notices from the London (UK) Police. We have since been made aware that this was part of a larger initiative against the BitTorrent space as a whole, and that most if not all of the other registrars in receipt of the same email as us folded rather quickly and acquiesced to the shakedown orders. more

I was surprised by ICANN's "Economic Case for Auctions in New gTLDs" paper especially with view to the latest presentation on the new generic Top-Level Domain (gTLD) implementation process in Paris. That Paris presentation highlighted the protection of community interests such as religious organisations, geographically based communities or indigenous groups and suggested a preference of bona fide community-based applicants against pure generic applications for the same string. Contrary to this the only text passage in the current paper where ICANN considered the community-based applicants is "a 25% bidding credit could be offered to community-based bidders whose community is located primarily in least-developed countries". This reminds me of the discussion on discounts for HIV medicine... more
ICANN CEO Fadi Chehadé was already 2 hours into his flight from Singapore to Paris when the pilot's voice interrupted the in-flight entertainment. A tech problem meant turning back, landing in Singapore, waiting for another plane and starting the long haul again! Half a day later, Chehadé landed in Paris. He'd already missed a lunch appointment but was still in time to make a reception organised at French ICANN board member Sébastien Bachollet's initiative. more
The IANA Stewardship Transition process may have started more than a year ago, but last week it reached its pinnacle with the publication of the compiled Proposal to Transition the Stewardship of the Internet Assigned Numbers Authority (IANA) Functions from the US Commerce Department's National Telecommunications and Information Administration (NTIA) to the Global Multistakeholder Community" by the IANA Coordination Group (ICG). more
When .org prices rise, who suffers – nonprofits or speculators? Will Ethos Capital raise prices more aggressively than ISOC would? Vint Cerf attributed concerns about higher prices to speculators: "Of course, companies that hold domain names in the tens of thousands for speculative purposes might find such increases more troubling, but I don't have much sympathy for that business model in the context of the organizations the .org brand is intended to serve." more
Forty five what? Forty five abandoned top-level domains. On November 7, ICANN received a notice from the Communication Regulatory Authority of the State of Qatar that they are terminating the registration agreement for .DOHA. Two weeks before that, the Zadco company terminated .ZIPPO. In addition to the $180,000 application fee, applicants had to hire consultants, make arrangements with back-end operators, go through the certification process to get their TLD online. more
Domain tasting, as everyone probably knows by now, is the disreputable practice of registering lots of domains, seeing how much traffic they get, and then using the five day Add Grace Period (AGP) to refund the 99.9% of them that aren't worth paying for. A related abuse is front running, registrars speculatively grabbing domains that people inquire about to prevent them from using a different registrar. more
ICANN's Governmental Advisory Committee (GAC) has reacted to the ICANN Board's November 2016 decision to authorize the release of two-character domains at new gTLDs with advice to the Board that does not have true consensus backing from GAC members and that relates to procedure, not policy. The Board's proper response should be to just say no, stick to its decision and advise the GAC that it will not consider such advice. more
