I've been watching at the excitement build in the domain community, where a lot of people seem to believe that at next month's Singapore meeting, by golly, this time ICANN will really truly open the floodgates and start adding lots of new Top-Level Domains (TLDs). I have my doubts, because there's still significant issues with the Governmental Advisory Committee (GAC) and the US Government and ICANN hasn't yet grasped the fact that governments do not defer to NGOs, but let's back up a little and ask is this a good idea.
As Internet services go, WHOIS held a lot of promise but has repeatedly failed to live up to its potential; raising the question "is it time to retire WHOIS?" The concept behind WHOIS was simple. For each and every registered domain name, provide the facility for querying details about who owns it, who administers it, when was it created and when it will expire. Unfortunately the service lost its way practically from day one after failing to agree upon or adhere to any formal structure of the content it provides.
As new Top-Level Domains (TLDs) are launched, the industry mustn't overlook the customer experience. A key question is this: Will the software applications we all use, recognize the new TLDs and know what to do with them in a timely fashion? Think email and even form-fill applications. I speak from experience here. In 2006 when we launched the .MOBI TLD, there were arguably only a handful of .MOBI email addresses in existence. To my dismay, I found that often emails sent only from my .MOBI account were not being received at the other end...
The latest ICANN Applicant Guidebook was released in mid-April and covers the introduction of new generic Top Level Domains (gTLD). The introduction of new gTLDs has been an ongoing conversation for more than a decade. We have an opportunity to approve the final draft in time for consideration of the new gTLD implementation program during the ICANN Board meeting, which will be held on Monday, 20 June 2011, in Singapore. We submitted our comments yesterday and wanted to share them with you.
The current .NET Registry Agreement between ICANN and VeriSign is due to expire on 30 June 2011. On April 11 2011 ICANN posted a proposed draft renewal agreement for public comment. Under the terms of the existing agreement, which contracted a 6 year term starting July 1 2005, renewal is automatic unless VeriSign commits some egregious breach of terms.

ICANN released its sixth version of the draft Applicant Guidebook for the new Top-Level Domain (TLD) program in April following three years of debate surrounding the rules and procedures that will outline how potential applicants will apply to own their own piece of Internet real estate. Overall, the response has been positive.
There's more than a hint of theatrics in the draft PROTECT IP bill that has emerged as son-of-COICA, starting with the ungainly acronym of a name. Given its roots in the entertainment industry, that low drama comes as no surprise. Each section name is worse than the last: "Eliminating the Financial Incentive to Steal Intellectual Property Online" (Sec. 4) gives way to "Voluntary action for Taking Action Against Websites Stealing American Intellectual Property".

Last week, I visited Budapest to deliver a speech at the ICANN Studienkreis, an annual conference where experts study and address some current issues relating to Internet governance. I discussed how the Internet is on a slippery slope. Starting with the legitimate concern over how to deal with cybersquatters, we have moved to an unreasonable focus on legal control of Internet content and the domain name system.
