On Thursday, December 8, the U.S. Senate Committee on Commerce, Science and Transportation will host a full committee hearing on "ICANN's Expansion of Top-Level Domains." According to the Committee's website, the hearing will "examine the merits and implications of this new program and ICANN's continuing efforts to address concerns raised by the Internet community." more

As each day passes, I spend more time immersing myself with prospective clients who are weighing up our offering over those of alternative providers. The more I become entrenched in this competitive process, the more it becomes increasingly clear that many of the competing RSPs pitching their wares to hopeful applicants are misleading them by hiding critically important information in fine print disclaimers or feeding them rubbish in order to whittle down the competition. Competition is a great thing; it just needs to be on the same playing field. Make sure you are comparing apples with apples. more
Too many techies still don't understand the concept of due process, and opportunistic law enforcement agencies, who tend to view due process constraints as an inconvenience, are very happy to take advantage of that. That's the lesson to draw from Verisign's proposal and sudden withdrawal of a new "domain name anti-abuse policy" yesterday. The proposal, which seems to have been intended as a new service to registrars, would have allowed Verisign to perform malware scans on all .com, .net, and .name domain names quarterly when registrars agreed to let them do it. more

On June 20th, the ICANN board voted to move ahead with the new generic Top-Level Domains (gTLDs) program, intended to add hundreds, if not thousands of new names to the DNS root. Now what? Not even the most enthusiastic ICANN supporters think that any new TLDs will be added before the end of 2012, but there are other things going on that greatly complicate the outlook. more
The ICANN community here in Singapore is celebrating after the historic vote to expand top-level domains (TLDs). And while I wouldn't begrudge anyone a few Singapore Slings, I think it's a little early to start celebrating. If you're interested in learning more about Internationalized Domain Names (IDNs), UNESCO and EURid recently released a report on the evolution and challenges of IDNs. It's a good read and it highlights some of the struggles that countries and registries face and taking IDNs mainstream. Though Russia has so far proven to be a major success story - with more than 800,000 IDN registrations so far (and counting) - most other IDNs are have a long ways to go yet. more
The latest ICANN Applicant Guidebook was released in mid-April and covers the introduction of new generic Top Level Domains (gTLD). The introduction of new gTLDs has been an ongoing conversation for more than a decade. We have an opportunity to approve the final draft in time for consideration of the new gTLD implementation program during the ICANN Board meeting, which will be held on Monday, 20 June 2011, in Singapore. The current .NET Registry Agreement between ICANN and VeriSign is due to expire on 30 June 2011. On April 11 2011 ICANN posted a proposed draft renewal agreement for public comment. Under the terms of the existing agreement, which contracted a 6 year term starting July 1 2005, renewal is automatic unless VeriSign commits some egregious breach of terms. more

I discussed how the Internet is on a slippery slope. Starting with the legitimate concern over how to deal with cybersquatters, we have moved to an unreasonable focus on legal control of Internet content and the domain name system. more
The following is a proposal for an "Early Warning" system to resolve one of the remaining impasses between the ICANN Board and the ICANN Governmental Advisory Committee (GAC) as identified in the GAC Scorecard. Based upon phased array radar technology, this proposal is designed to incorporate multiple discrete evaluation phases into the new generic Top-Level Domain (gTLD) program to provide an integrated and comprehensive early warning system for the GAC in providing advice to the ICANN Board, potential applicants, and the broader Internet community. more
