The proposed final Guidebook for the New generic Top-Level Domains (gTLDs) and Internationalized Domain Name (IDN) gTLDs contains elements that raise grave risks to the ICANN single root of the Internet caused by none other than ICANN itself. Earlier this year, the Internet Engineering Task Force’s (IETF’s) Internet Engineering Steering Group (IESG) announced that several Proposed Standards related to the Registration Data Access Protocol (RDAP), including three that I co-authored, were being promoted to the prestigious designation of Internet Standard. Initially accepted as proposed standards six years ago, RFC 7480, RFC 7481, RFC 9082 and RFC 9083 now comprise the new Standard 95. RDAP allows users to access domain registration data and could one day replace its predecessor the WHOIS protocol. more
In our last instalments we discussed the various ways to encode non-ASCII character sets, of which UTF-8 is the winner, and some complex approaches that tried to make UTF-8 mail backward compatible with ASCII mail. After years of experiments, the perhaps surprising consensus is that if you're going to do international mail, you just do it. more
At its meeting in Durban, ICANN signed contracts with the applicants for four new top level domains. The new domains are ????, which means "web" in Arabic, ?????? and ????, which mean "online" and "site" in Russian, and ??, which means "game" in Chinese. They should give us an interesting hint about the future of the new TLDs, because all four are utterly, totally, generic. more
New gTLDs continue to be a major topic of discussion within ICANN circles, and the regional meeting currently underway in Tokyo has revealed some interesting updates for potential applicants. ICANN's Chief gTLD Registry Liaison, Craig Schwartz, delivered a great presentation on the progress being made behind closed doors at ICANN and provided the attendees with an insight into a couple of key changes that are likely to be seen in the Final Applicant Guidebook. more
EURid, who run the .eu registry, have finally been delegated .?? (Cyrillic for .eu). Punycode xn--e1a4c. One of the things that EURid is chartered to do under its contract to the European Commission was to get the extension in scripts other than Latin. EURid used ICANN's IDN ccTLD "Fast Track" process, though whether the process is truly "fast" or not is debatable, as it is still quite a long process. more
Though the "Techies" have been heavily involved in many initiatives like Internet Governance, Internationalized (Multi-lingual) Domain Names, Identity Management, Information Security, Access Rights Management etc., they still have to correctly apply the technologies at hand to be able to replicate many accepted norms that have matured in the physical world such as federated identities, non-repudiation, notarizing, witnessing, co-signing etc. more
ICANN is currently analyzing technical and policy implications regarding the introduction of Internationalized Top-Level Domains into the root. This is an important step in the continued evolution of the Internet by enabling language communities of the world that write non-Latin and extended Latin scripts to utilize their languages on the Internet... While the IDNC Working Group (IDNC) has made constructive progress on proposing a framework for the introduction of an initial set of IDN TLDs, the approach taken by the IDNC from a legal perspective is fundamentally flawed. more
Two things are important to stress. First, nothing was decided in this meeting, and no actions will be taken until the next meeting in 2005. Secondly, and more importantly, as with anything the devil is in the details. Given the vagueness of the documents available, there are few reliable conclusions that can be drawn from the summit...Before any judgments can be made about the effectiveness, or feasibility of the ideas outlined in the Plan of Action more concrete information is needed. The details of these plans are currently unknown to the Internet community at large, and may even be unknown to the members of the WSIS. Based on the information that is available it appears the Plan of Action needs to be thought through a little more thoroughly. more

Earlier this week, we inserted eleven new top-level domains in the DNS root zone. These represent the term "test" translated into ten languages, in ten different scripts (Chinese is represented in two different scripts, and Arabic script is used by two different languages). Last time the ICANN faithful gathered in Sydney, there was a fair bit of unrest and some big unknowns. The Implementation Recommendation Taskforce (IRT) report on how Intellectual Property (IP) could be protected in the era of new Top-Level Domains (TLDs) stirred the pot as did, to a lesser extent, the issue of Registry-Registrar separation in new TLDs. Additionally, everyone had big questions on their minds - when the root would be signed (and DNSSEC fully implemented)... Four months later and five thousand miles almost due north, the netizens gathering at ICANN 36 in Seoul know the answers to some of those very important questions. more
