I read this to the ICANN Board Thursday morning, in Sydney, after more prep work than I care to recall. If you don't know that the DAGv3 is delayed, or what the IRT is, this is a good time to bush up on current ICANN state. "Good morning. During its board meeting today in Sydney, the Internet Corporation of Assigned Names and Numbers (ICANN) announced Rod Beckstrom, the former U.S. cybersecurity chief, as the new President and CEO. Beckstrom will be replacing Dr. Paul Twomey who had been serving this position since March 2003 and announced his resignation earlier this year. Dr Twomey has lately been reported as the primary candidate for heading Australian Government's proposed A$43 billion investment in a new National Broadband Network. more
Many software applications rely on validation routines to check the validity of domain names. By validation, I mean here to test the string submitted by the user and see if it matches a pre-defined pattern. A typical example are web forms that need to validate e-mail addresses. This is by new means a new issue. It first appeared with the introduction of the .info Top-Level Domain (TLD). more
At first blush, Mahmoud Ahmadinejad and the Globally Protected Marks List (GPML) do not seem to have anything in common. The first is a politician of debated repute that is seeking to quell disputes over the legitimacy of his election. The second is a recommendation that seeks to protect trademark owners and consumers from an explosion of infringement and source confusion that could be wrought by the introduction of new Top-Level Domains (TLDs). Former New York City Mayor Edward I. Koch announced Thursday he is supporting dotNYC LLC's bid to operate the .NYC web address. City Council Speaker Christine Quinn disclosed during her State of the City speech in February that the City Council and Office of the Mayor will pursue the .NYC top-level domain. The city last month completed a Request for Information about .NYC and is expected to endorse a company to run the .NYC address this summer. more
The total number of domain names have grown to 180 million world wide, according to the first quarter 2009 Domain Name Industry Brief published by VeriSign. The first quarter of 2009 reached a base of 183 million domain name registrations across all of the Top Level Domain Names (TLDs) -- a 3% increase over the fourth quarter of 2008 and a 12% increase over the same quarter from last year. Country Code TLDs (ccTLDs) rose to 74.1 million domain names during the first quarter, a four percent jump from the previous quarter and an 18 percent increase year over year. Gauged by total registrations, .com remains the most popular TLD category, followed by .cn (China), .de (Germany) and .net. This composition remains unchanged from Q4 2008. more
The ICANN Implementation Recommendation Team (IRT) working group has published its final report, which I decided to analyze a bit further. I already made a few comments last month, both in the At-Large Advisory Council framework and on my own. There are several issues raised by the recommendations of this report. The Netherlands, a country with just 16 million people, accounts for more than 3 million ccTLDs. That's an impressive ratio of people to domains -- one ccTLD per 5.3 people -- and it the highest ratio of any country with more than five million residents. ICANN realized during the Mexico City public meeting that its draft proposals for new generic Top-Level Domains (gTLDs) did not take sufficient account of the trademark problems that might arise if the new top level domains become havens for cybersquatters. ICANN sensibly asked the trademark and brand owners to propose rules and procedures that might address these problems... more
The Intellectual Property Constituency's draft report on trademark issues is now available for comment. The draft report was put together behind closed doors, which would appear to go against the normal policy development process at ICANN, which is quite worrying. Its contents, however, are even more disturbing... more
Internet Corporation for Assigned Names and Numbers (ICANN) has been holding a public comment period on the second draft of the new generic Top-Level Domains (gTLD) handbook. This period was due to close yesterday. Prior to yesterday afternoon there was a healthy number of comments, but in the past 24 hours a significant number of new comments have been submitted... more
I outline some general critical comments on the recent commissioned reports for ICANN's proposed introduction of new top-level domain names (TLDs)... The reports cite seminal papers in economics, but the papers' applicability here is dubious. For example, for economists a "good" is a product intended for consumption, which is a different sort of animal than a financial investment. more
