Senate Appropriations Committee Critical of NTIA Role Within ICANN’s Governmental Advisory Committee

On July 18th the Senate Appropriations Committee issued Report 113 - 78 on S. 1329, the "DEPARTMENTS OF COMMERCE AND JUSTICE, AND SCIENCE, AND RELATED AGENCIES APPROPRIATIONS BILL, 2014".

Dotless Domains Considered Harmful, Says IAB

In light of recent controversies around the implementation of dotless domains, the Internet Architecture Board (IAB) has released a statement calling the practice harmful. From the executive summary: "It has come to the attention of the IAB that there are proposals for so-called "dotless" domains in the root zone, and that some existing top-level domains (TLDs) are already operating in such a mode. TLD operators of dotless domains are intending that single label names -- those containing no dots -- resolve to the TLD itself, rather than be resolved locally, within the context of the local site at which the user resides."

UNESCO Director-General on Linguistic Diversity on the Internet: Main Challenges Are Technical

Today, Irina Bokova, Director-General of UNESCO has released a statement concerning the linguistic diversity on the Internet stating: "UNESCO's experience and the 2012 study of the use of internationalized domain names undertaken with EURid show that the main challenges are technical. Obstacles lie with Internet browsers that do not consistently support non-ASCII characters, with limited e-mail functionality, and with the lack of support of non-ASCII characters in popular applications, websites and mobile devices."

Akram Atallah Named Head of ICANN’s New Generic Domains Division

In a post today, ICANN's CEO, Fadi Chehadé, has announced the creation of a new division within ICANN, called Generic Domains Division, in order "to handle the tremendous increase in scale resulting from the New gTLD Program." Akram Atallah, who is currently the Chief Operating Officer (COO), will become divisional President of the Generic Domains Division that will include gTLD Operations, DNS Industry Engagement, and Online Community Services.

European ccTLDs Passed 64 Million Domains, Growth Slower, Reports CENTR

"European ccTLDs closed April 2013 with just over 64 million domains under management. Over the 12 months preceding, overall net growth was 6.7% -- an increase of around 4 million domains. This growth however, is a lower rate compared with that of the same period in the year before."

Mary Iqbal writes to report that ICANN has released the fifth round of Initial Evaluation results, bringing the total number of applications that have passed the Initial Evaluation phase to 169. ICANN is targeting completing Initial Evaluation for all applicants by August 2013.

Third Round of Evaluation Results for New TLDs

Mary Iqbal writes to report that ICANN has released the third round of initial evaluation results, bringing the total number of applicants to pass Initial Evaluation to 93. ICANN has now completed the initial evaluation of all but 13 IDN Top Level Domains.

NCUC Workshop: One World, One Internet? New gTLDs & Competition in a Changing Global Environment

The Noncommercial Users Constituency (NCUC) has organized and is holding a policy workshop, One World, One Internet? New gTLDs & Competition in a Changing Global Environment, next week in Beijing at ICANN-46. The program, which brings together top Western and Chinese experts, will explore pressures for integration versus fragmentation of the Internet and implications for ICANN, as well as different competition and regulation perspectives as they relate to new gTLDs.

Second Round of Initial Evaluations for New gTLDs

Mary Iqbal writes to report that ICANN has released the second round of Initial Evaluation Results on March 29. ICANN is currently reviewing new gTLD applications at a rate of 30 applications per week and has plans to increase that to 100 per week.

ICANN Launches the Trademark Clearinghouse Amid gTLD Expansion

ICANN today launched a database to enable trademark holders register their brands for protection against the upcoming new gTLDs. The Trademark Clearinghouse, according to ICANN, is the only officially authorised solution offering brands a one-stop-foundation for the safeguarding of their trademarks in domain names across the multiple new gTLDs that will go live from summer 2013. The cost of registering a trademark ranges between $95 and $150 a year.

ICANN Releases Initial Evaluation Results for First Set of New gTLD Applications

The first round of Initial Evaluation results has been released exactly on schedule. On March 23, ICANN announced that 27 out of 30 new gTLD applications reviewed this round passed Initial Evaluation. The remaining three applicants are still marked as in Initial Evaluation.

NTIA Asks New gTLD Applicants to Submit Public Interest Commitments

Kevin Murphy reporting in Domain Incite: The National Telecommunications and Information Administration said today that all new gTLD applicants, even those that have not already been hit by government warnings, should submit Public Interest Commitments to ICANN. In a rare comment sent to an ICANN public forum today, the NTIA suggested that applicants should use the process to help combat counterfeiting and piracy. ... NTIA said that applicants should pay special attention in their PICs to helping out the "creative sector".
