Internet Access and the Missing Institutional Design

It's Friday, a day to tie some threads together. There were three announcements/events this week that are connected in a non-obvious way... These three elements go together in creating a picture of US policy towards Internet access at the beginning of 2008. Rather than seeing the Internet as an engine for economic growth, creativity, innovation, and new jobs -- and as the converged communications medium for the next generation -- current policy is to wait for private companies to decide when investment in access makes sense for them. Those private companies have plenty of incentives to shape access to suit their own business plans. more

DNS Bug Disclosure: ICANN Releases New Guidelines

The Internet Corporation for Assigned Names and Numbers (ICANN) has released new guidance concerning the reporting and disclosure of bugs that affect the Domain Name System, including information of how ICANN itself will behave in response to vulnerabilities. Until recently, ICANN, which is responsible for maintaining the root domain servers at the heart of the DNS system, had no specific guidelines for the reporting of vulnerabilities, leaving responsible disclosure protocols up to the researchers who discovered the bug. more

Don’t Give up on Membership

Most of the ICANN community is headed to ICANN 54, the critical meeting in Dublin where some kind of an agreement on accountability reforms needs to be reached if the historic IANA transition is to take place. Only a few months ago, an open, multi-stakeholder process proposed to enhance ICANN's accountability by creating a very limited form of membership. It did not allow any individual in the world to become a member. It did not even allow any individual or organization with a domain name to become a member (as it should have). more

There Is No Cuban Home Internet Plan - And That’s Good News

I've followed Cuba's home-connectivity "plan" from the time it was leaked in 2015 until the recent Havana home Internet trial. I thought the plan was a bad idea when it was leaked -- it calls for installation of obsolete DSL (digital subscriber line) technology -- and now that the Havana trial is complete, I question whether the plan was real. ETECSA denied the validity of the leaked presentation at the time, and their definition of "broadband" was "at least 256 kb/s." more

Important Progress on Accountability and Transparency

The ICANN Board made a couple of important decisions regarding accountability and transparency at its 8 December meeting. Specifically, it approved compensating Directors and also enhanced ICANN's conflicts of interest rules. These are positive developments for the organization, and come at a critical juncture as the Internet governance debate heats up in 2012. more

Uncertain Knowledge

The establishment media frequently attack the Internet as spreading inaccurate, unchecked rumors as news. While that is certainly true, the Internet is also demonstrating that the establishment media is no better. In the past weeks we have been told that the Stuxnet virus was written by US and Israeli intelligence. The evidence? Some un-named Israeli intelligence officers grinned broadly at reporters when the subject was mentioned. Is that what it has come to? more

Sometimes I hear people or read writers that say things about spam that are incorrect. I thought I would clear those up in this blog post... When the holidays roll around, people start warning other people to watch their inboxes - December is spam season! By that, they mean that more spam than normal flows around the Internet. People say this because December is the holiday season. Since spam is another form of advertising, and advertisers pepper us with ads during this time, then spammers must do the same.
