The introduction of new generic top-level domains (gTLDs) to the Internet moved a step closer Friday, when the ICANN Board laid out its plan for the final stages of approving the new gTLD program. In a lengthy resolution, passed unanimously at the conclusion of a week of consultations in Cartagena, Colombia, the Board sought to draw a line under some policies where it believes the community has reached agreement, while highlighting others where further discussions are needed before the doors are opened to applications next year. more
For an organization where people argue for hours over arcane minutiae, it's remarkable that virtually everyone agrees that ICANN should serve the "global public interest" and build "consumer trust" in the Internet. Although it's only three pages long, ICANN's Affirmation of Commitments (AoC) cites "public interest" five times and "consumer trust" eight times. So at the ICANN meeting today in Cartagena, Colombia, a group of participants explored ways to "institutionalize" these concepts within the organization. more
The headlines this week say that over 200 million domain names now exist on the internet. Pretty impressive... But consider the explosive growth of Social Networks. The top twenty social networks alone have over 2 billion user names. With User Names on social networks rapidly becoming the Internet's new brand identifiers, I wonder: is it time that we apply the same trademark rules we have for domain names to user names as well? more
Reading the policy proposal of Nominet, I get the feeling that something is overseen here. Putting all the jurisdictional hassle aside for a moment, cyber crime is international, cross-border. So what happens if a UK domain is used for criminal activity outside the UK only? more
Bulgaria has proposed for an Internationalized Domain Name (IDN) ccTLD string .?? (Cyrillic for .bg, or U+0431 U+0433), but the proposal was turned down by the ICANN DNS Stability panel in May 2010 without any arguments or an option for appeal. The third quarter of 2010 closed with a base of more than 201.8 million domain name registrations across all Top Level Domains (TLDs), an increase of 3.8 million domain names, or 2 percent over the second quarter. According to VeriSign's latest Domain Name Industry Brief released today, domain name registrations have grown by 13.3 million, or 7 percent over the past year. The base of Country Code Top Level Domains (such as .us, .ca, and .uk) was 79.2 million domain names, a 1.4 percent increase quarter over quarter, and 2.4 percent year-over-year. more
As an unwavering stalwart of ICANN's obligation to honor its commitments under the bylaws to "operate to the maximum extent feasible in an open and transparent manner" I make it a point to read the minutes of its board and committee meetings in large part because I spent most of my three years on the ICANN Board trying to get these documents timely published. In reviewing the recently published IANA Committee minutes the following item caught my attention. more
November 11, 2010, marked the day when the new Internationalized Domain Name (IDN) contry code Top-Level Domain (ccTLD) .?? (Cyrillic for ?????????? ?????????, Russian Federation) was opened for general registration. Prior to that date the registration was open only for trademark owners and governmental institutions. ... It turned out they needed less than three hours to reach to the 100,000 domain names! Such a gold rush was not expected, and numbers continued to grow - 200,000 within 6 hours... more than 460,000 by today. more
Since last Thursday's launch of Russia's Cyrillic script IDN ccTLD, registration volumes have smashed all expectations, much like a Soyuz rocket blasting off into space from the Baikonur Cosmodrome. At the time of writing (14:00 17/11/2010 UTC), .??, which is Cyrillic for RF (short for ?????????? ????????? - Russian Federation) has just exceeded 500,000 registrations, having passed the 100,000 mark in the first three hours. It is already among the top 30 ccTLDs worldwide and heading towards the top 20 at high speed. more
ICANN's decision a little over a week ago to permit the vertical integration of registries and registrars in the new top-level domain program, which now appears in the Applicant Guidebook published over the weekend, was as welcome as it was surprising. This bold, principled stance will fundamentally modernize the domain name industry and create competitive benefits that will be felt by consumers and under-served communities for years to come. more
While many were expecting a decision of strict Registry/Registrar separation, in an unexpected ruling, it was announced that ICANN will not restrict cross-ownership between Registries and Registrars. While the current set of agreements prohibits Registries from acquiring Registrars, they do not prohibit Registrars from applying for or operating TLDs. The Board Resolutions also made note of the fact that while individually negotiated contracts have included restrictions on Registry ownership of Registrars, cross-ownership provisions have varied over time and no formal "policy" on this topic has ever been recommended by the GNSO or adopted by ICANN. more

The meeting was not a "normal" meeting - it was deemed a "special meeting" and its sole topic was vertical integration and cross-ownership between registrars and registries. This topic, often simply referred to as VI, has been a subject of debate - often very heated - for the last 12 months." more
In an announcement at a registrars meeting in Tokyo on October 19th 2010, JPRS announced that they would be offering generic Top-Level Domains (.com, .net, .org, etc.) to their .jp accredited registrars in the near future. JPRS is already famous for their double-dipping practices, acting as both registry and registrar for .jp domains, for their dubious "campaigns" which are aimed at being dis-advantageous to smaller registrars and for their famous registrar back-end "system" which is circa 1995 technology and even prone to accidental DOS attacks by registrars trying to simply drop-catch domains. more
Kevin Murphy reporting in DomainIncite.com: "Almost half of trademark-conscious companies are considering a '.brand' top-level domain, according to a survey carried out by World Trademark Review magazine. The survey also found that there is much more interest in new TLDs among marketing folk than lawyers, which is perhaps not surprising. So far, only a few potential .brand applicants have been revealed..." more
