It seems as though the inevitable is now upon us, and though there are many that have wished this day never come, the launch of the first new gTLD registries is approaching. Now whether the first new gTLD registry will launch within the next few months or be delayed due to Advice from world governments remains to be seen. However, most companies with which I have spoken desperately need any extra time to prepare for the launch of new gTLDs. more
ICANN's CEO and President, Rod Beckstrom, has announced that he will be stepping down in July of next year. The announcement came via Twitter of all places, with a press release, presumably with more details, due sometime soon... With the launch of the new Top-Level Domain (TLD) program scheduled to officially launch early in 2012 maybe Beckstrom feels that his job "is done", or maybe there's another motive behind his departure. more
A portion of me sympathizes with Richard Hill. He argues passionately in his recent article, "The True Stakes of Internet Governance" for a statist position on Internet governance. It is hard to be an unheeded prophet; difficult to take positions that are not in the comfortable mainstream of what, as you perceive, are lemmings heading for the cliff. I know the feeling. more
This was never part of the plan. Going into the Dubai World Conference on International Telecommunications (WCIT) two weeks ago, there was optimism aplenty. After weeks of online and media campaigning, proponents of a free Internet had managed to scare everyone into thinking that WCIT was tantamount to digital Armageddon. EuroDNS, the Luxembourg registrar, used its well attended New Year party last Wednesday to invite the Minister of Telecoms, Jean-louis Schiltz to talk about a law voted at the end of December 2007. According to the Finance and Budget Commission Report on Draft Law 5801, Revenues generated from use of, or license to use, a Domain Name are exempted from Luxembourg corporate taxes up to 80%. more
In 2010, ICANN's Security and Stability Advisory Committee (SSAC) published SAC045 [PDF], a report calling attention to particular problems that may arise should a new gTLD applicant use a string that has been seen with measureable (and meaningful) frequency in queries for resolution by the root system. The queries to which they referred involved invalid Top-Level Domain (TLD) queries (i.e., non-delegated strings) at the root level of DNS, queries which elicit responses commonly referred to as Name Error, or NXDomain, responses from root name servers. more
Today, four years after the launch of the Catalan linguistic and cultural registry, Google reports that there are 90 million pages of Catalan content under the some 36 thousand .CAT domains. As imperfect as Google's tools are as a metric, the correct observation is that the use of .CAT by Catalans vastly exceeds the expectations of its initial proponents... more
The new gTLD program continues to throw up last-minute debates on what is acceptable as a TLDs and what is not. The latest such verbal joust centers around closed generics. These are generic terms being applied for by applicants whom, should they be successful, will not open the TLD up to everyone on an equal access basis. As an example, think .book being run by Amazon and only available to Amazon customers. more
As many in the ICANN community prepare to depart for the sunny beaches of Cancun, Mexico, it appears the ICANN 76 meeting could be significant when it comes to the long-awaited next application window for gTLDs. It's been over 11 years since applicants were last able to apply for a gTLD (and some of those strings are still launching into the marketplace all these years later), and the community work to review that initial process has never really stopped. more
This morning, the US House Subcommittee on Intellectual Property, Competition and the Internet led by Representative Goodlatte (R - VA) conducted a hearing on New gTLDs. Kurt Pritz, Senior Vice President from ICANN did his best to alleviate concerns about the risks posed to intellectual property rights and consumers as the result of the New gTLD Program and reiterated that the process to launch new gTLDs has been underway for 7 years. more
Defense Readiness Condition (DEFCON) is a measure of the activation and readiness of the United States armed forces. The DEFCON scale is a numerical ranking from 5 (standard peacetime protocol) to DEFCON 1 (expectation of actual imminent attack). Today ICANN should find itself at a DEFCON 1 status with the announced pending departure of Doug Brent, ICANN's Chief Operating Officer, effect at the end of July. more
My third installment regarding gTLD objections - and understanding exactly what's required for an objector to prevail - moves to the more complex community-based objections. For those getting their first exposure to this unwieldy beast, pull up a chair and get comfortable. The community objection involves multifaceted elements, each having its own set of defining factors and often using similar terminology in different contexts. As such, it can be very confusing and one can easily lose track of the bigger picture. more
ICANN has proposed a major change to its bylaws that would require the organization to adopt all policy "advice" issued by the Governmental Advisory Committee (GAC) unless 2/3 of ICANN's non-conflicted board members vote to oppose the adoption of that governmental rule. This draconian proposal to change ICANN's bylaws would fundamentally transform ICANN away from being a "bottom-up" and "private-sector-led" organization and into a governmental regulatory agency... more
I joined the ICANN board during the December 2004 ICANN meeting in Cape Town. I served for a three year term and stepped down at this last meeting in Los Angeles and didn't run for another term... Before joining ICANN, I thought that ICANN was the only part of the Internet that wasn't really working. I knew that there must be a better way to do what ICANN does, but I couldn't be bothered to figure it out. I'd agree with people who said things like, "it should just be distributed" or "it should just be first come first serve" or "we should just get rid of it." People from ICANN would say, "it's more complicated than that" or "at this point that would be impossible." After being part of the process for three years, I find myself saying those same things... more
As each day passes, I spend more time immersing myself with prospective clients who are weighing up our offering over those of alternative providers. The more I become entrenched in this competitive process, the more it becomes increasingly clear that many of the competing RSPs pitching their wares to hopeful applicants are misleading them by hiding critically important information in fine print disclaimers or feeding them rubbish in order to whittle down the competition. Competition is a great thing; it just needs to be on the same playing field. Make sure you are comparing apples with apples. more
