As each day passes, I spend more time immersing myself with prospective clients who are weighing up our offering over those of alternative providers. The more I become entrenched in this competitive process, the more it becomes increasingly clear that many of the competing RSPs pitching their wares to hopeful applicants are misleading them by hiding critically important information in fine print disclaimers or feeding them rubbish in order to whittle down the competition. Competition is a great thing; it just needs to be on the same playing field. Make sure you are comparing apples with apples. more
The following is a paper presented as a keynote speech at Studienkreis 2013 in Pisa, Italy last week. ICANN is beginning to look more and more like a government. It assesses taxes, it has amassed an enormous treasury, it passes laws with international effect, and it has developed an ad hoc judiciary system to enforce its laws. I joined the ICANN board during the December 2004 ICANN meeting in Cape Town. I served for a three year term and stepped down at this last meeting in Los Angeles and didn't run for another term... Before joining ICANN, I thought that ICANN was the only part of the Internet that wasn't really working. I knew that there must be a better way to do what ICANN does, but I couldn't be bothered to figure it out. I'd agree with people who said things like, "it should just be distributed" or "it should just be first come first serve" or "we should just get rid of it." People from ICANN would say, "it's more complicated than that" or "at this point that would be impossible." After being part of the process for three years, I find myself saying those same things... more
As I noted on May 26, the final decision issued on May 20 in the Independent Review Process (IRP) brought by Afilias against the Internet Corporation for Assigned Names and Numbers (ICANN) rejected Afilias’ petition to nullify the results of the public auction for .WEB, and it further rejected Afilias’ demand to have it be awarded .WEB (at a price substantially lower than the winning bid). Instead, as we urged, the IRP Panel determined that the ICANN Board should move forward with reviewing the objections made about .WEB, and to make a decision on delegation thereafter. more

This month, ICANN is driving hard to get two of its horses to the finish line. The first is barely a year old - it's the first formal review of ICANN's accountability and transparency. The second horse is going on 4 years old: ICANN's plan to introduce hundreds of new top-level domains (TLDs) for the Internet. Just as these horses have entered the home stretch, one of the racecourse officials is vigorously waving the yellow caution flag. And ICANN would do well to pull back on the reins. more
ICANN published the second version of its Application Guidebook for new generic top-level domains earlier today (late evening Los Angeles time). Alongside version two of the Guidebook – published by module and in a red-line version – are explanatory memoranda, the opening of a second public comment period (closing 13 April) and an extensive summary and analysis of the public comments made to the process so far. more
The Shimkus Amendment to the $601 billion National Defense Authorization Act (HR 4435) passed the House of Representatives on May 22nd by a mostly partisan vote of 245–177. While all 228 Republicans present and voting supported the amendment only 17 Democrats voted "aye", with 177 in opposition. Final passage on the entire bill was a bipartisan vote of 325–98. The Senate has not yet passed its version of a FY 2015 Pentagon funding bill, and once it does all the differences between the two versions must be reconciled before it can be sent to President Obama for his signature. more

I'm in Tunis at the World Summit on the Information Society (WSIS), where the biggest debate is over the future of "Internet Governance." The final text for this was agreed upon about 30 minutes ago. The two quick sounds bites are that (1) the US and the US based Internet Corporation for Domain Names and Numbers (ICANN) retain, for now, control over the most important aspects of the global Internet Domain Name System (DNS), and (2) the conversation over this issue and a surprisingly broader governance agenda is continuing, under the United Nations. more

The emergence of powerful multistakeholder governance and engagement models has fundamentally changed the way we do Internet policy, and the roles that companies, organizations and individuals play in the process. more
In the ICANN world, our relations are often a little tumultuous, as policy-making bodies can be. As I look back on my experiences over the last decade at ICANN (and many committees, working groups and task forces), one stands out for its quality, dedication, professionalism and hard work. That's the Special Trademarks Initiatives Working Team, or the STI. I was proud to be a part of the Team as an Non-Commercial Stakeholders Group (NCSG) representative, and this tribute reflects my high regard for the Team and the recommendations it produced. more
