ALAC on WSIS Declaration of Principles and Plan of Actions

The At Large Advisory Committee (ALAC) has released this statement about the results of the World Summit on Information Society (WSIS). It is circulated for public comment, in view of subsequent statements to be released in the next months. At the World Summit on the Information Society held on December 10 to 12 in Geneva, the member states of the United Nations adopted the Declaration of Principles and the Plan of Action that include specific language on the issue of "Internet Governance". ICANN's At Large Advisory Committee welcomes the fact that these statements clearly recognize the role of civil society as a full participant in the international management of the Internet, and bring attention to the need for a deep involvement of individual users into its governance. more

ICANN Receives 67 Unique Applications for Chinese gTLDs

At the press conference held in London on June 13, the Internet Corporation for Assigned Names and Numbers (ICANN) officially announced a list of 1930 applications for the new generic top level domain (gTLD). During the 40 years since the launch of the Internet, there are only 22 gTLDs such as .com. The 1930 applications represent a historical change to the Internet; For the first time, Chinese gTLDs will become available and there are 67 unique applications for Chinese gTLDs. more

The Rise of Cyrillic Domain Names

Putting String Similarity into Context: Bulgaria’s IDN (.??) vs. Brazil’s ccTLD (.br)

Bulgaria is a nation which is directly impacted by the current Fast Track automatic disqualification when Top-Level Domain (TLD) strings are "confusingly similar" to other TLDs, in this case an Internationalized Domain Name (IDN) country code Top-Level Domain (ccTLD). Bulgaria has already been declined twice (in late 2009, and in May of 2010) to register the *.?? Cyrillic IDN on the premise that it looks confusingly similar to Brazil's *.br ASCII TLD. ICANN Needs a Good Root

It's not been the best of years for ICANN. Leaving aside for a few seconds the controversy about xxx, and the allegations of improper behavior about the .Net assignment, ICANN has had a lot to deal with. The troubles began with the UN Working Group on Internet Governance hell bent on fixing ICANN, even though ICANN says nothing is broke. That trouble remains and isn't likely to go away for some time. And then, just when it seemed that the UN and ITU was the cause of all ICANN's problems, the old ally, US Government's DOC, decided that it was going to be in charge of ICANN. ...This could be the beginnings of a distinct change where the centralized DNS as we know it gradually gives way to some next generation structure which is far more decentralized. IGP on Future U.S. Role in Internet Governance

On June 30, 2005, the United States Department of Commerce National Telecommunications and Information Administrtation (NTIA) released the "US Statement of Principles on the Internet's Domain Name and Addressing System." The Internet Governance Project (IGP) has issued 7 points in response to the "Statement of Principles" showing the direction believed to be in the interests of the United States and the world. more

IDN Introduction Biggest Technical Change to Internet in Its 40-Year History, Says ICANN Chairman

The Internet is on the verge of undergoing one of its most significant changes in its 40-year history. The Internet Corporation for Assigned Names and Numbers (ICANN) is finalizing plans to introduce non-Latin characters such as Arabic, Korean, Greek, Hindi, Japanese and Cyrillic. Non-Latin domain names -- commonly referred to as Internationalized Domain Names or IDNs -- could be up and running as early as middle of next year according to ICANN. Peter Dengate Thrush, chairman of the ICANN board, told reporters: "This is the biggest change technically to the Internet since it was invented 40 years ago... [a] fantastically complicated technical feature." more

First Four Registry Agreements Signed for New TLDs

The first four new Top Level Domains (TLDs) have signed contracts with ICANN, known as Registry Agreements, to allow the applicants to operate new TLDs on the Internet. This is a historic event and marks the first of many new Registry Agreements which will be signed over the coming months as prospective new TLD operators complete the Initial Evaluation phase, pre-delegation testing, and finally sign Registry agreements. more

Letter from Rome

I am at the ICANN meeting in Rome. The big story here is that ICANN is under attack for not sticking to its narrow mission -- technical coordination of the DNS and IP numbering system. People here are referring obliquely to the VeriSign lawsuit as "recent events" (as in "in light of recent events"). This euphemism reminds me of words used to reference the US Civil War ("the late unpleasantness"). more

First Three IDN ccTLDs Are Now Live

Announced in a blog post today, ICANN's Manager of Root Zone Services, Kim Davies, reports: "Today the first three production non-Latin top-level domains were placed in the DNS root zone. ... The three new top-level domains are ????????. (“Al-Saudiah”), ??????. ( “Emarat”) and ???. (“Misr”). All three are Arabic script domains, and will enable domain names written fully right-to-left.
