Earlier this year, ICANN began to seriously consider the various effects of adding DNS protocol features and new entries into the Root Zone. With the NTIA announcement that the Root Zone would be signed this year, a root scaling study team was formed to assess the scalability of the processes used to create and publish the Root Zone. Properly considered, this study should have lasted longer than the 120 days -- but the results suggest that scaling up the root zone is not without risk -- and these risks should be considered before "green-lighting" any significant changes to the root zone or its processes. I, for one, would be interested in any comments, observations, etc. (The caveats: This was, by most measures, a rush job. My spin: This is or should be a risk assessment tool.) Today, four years after the launch of the Catalan linguistic and cultural registry, Google reports that there are 90 million pages of Catalan content under the some 36 thousand .CAT domains. As imperfect as Google's tools are as a metric, the correct observation is that the use of .CAT by Catalans vastly exceeds the expectations of its initial proponents... more
Domain names registered under United Arab Emirates' recently liberalized county code Top-Level Domain (.ae) have attracted such high level speculative interests that red flags have been raised within the country's regulatory agency. Domain names such as 'vip.ae' and 'vips.ae' registered only a little over a year ago are currently receiving multi-million dollar offers according to reports. Abu Dhabi's newspaper, The National, reported last week that the Telecommunications Regulatory Authority (TRA), the .ae administrator, has stated "registering a UAE domain with no intention other than to resell it could hurt the registrants if they are later accused of registering the site in bad faith, something forbidden by its rules." more
Congratulations and thanks to ICANN for hosting the North America Regional meeting at the Sheraton in downtown Toronto, Canada. This event was done first class and was in my opinion a highly successful meeting... At this regional ICANN meeting many interesting topics were covered. Some topics though not at the foremost of my mind, surprisingly were not only highly interesting but very informative. more
I outline two possible drawbacks with the idea of first revealing rules for the new proposed Top-Level Domains (TLDs) and then for second-level registrations. I propose a lottery process to initially allocate second-level domain names. A number of people have voiced concerns about the idea of automatically granting the winner of the TLD a monopoly power over second-level domain registrations. We should also be worried about the financial interest ICANN has in not providing the rules for the two-level registrations simultaneously. more
I recently learned about a meeting that took place between ICANN staff and Noncommercial Users Constituency (NCUC) members Kathy Kleiman and Konstantinos Komaitis regarding the Implementation Recommendations Team (IRT) recommendations for the protection of intellectual property rights in new generic Top-Level Domains (gTLDs). My comment relates to the White Paper published by Ms. Kleiman and Mr. Komaitis with respect to the notion of having multiple Regional Trademark clearinghouses (TMCs). For the reasons stated in this comment, the KK Proposal fails a number of the benchmarking checklists used by the IRT in evaluating proposals. more
The new Top-Level Domain (TLD) process is occupying a lot of people in the domain name industry at present. While some people are obviously very much against the entire concept of new TLDs, there are plenty of people and organisations who support the project. But what happens when you have more than one organisation vying for the same namespace? ...Seemingly the competition between two rival bids for .eco (doteco) has been getting more than a little dirty in the past few weeks. more
There is a Dutch website which regularly publishes comments on rulings of the World Intellectual Property Organization (WIPO) Arbitration, Dutch court cases, and similar things. They have a newsletter which reports over the latest cases. It is really meant for people who are into the legal aspects of domain names. In the July "nieuwsbrief" newsletter, there was a remark (in Dutch) about a case that the top level ".nl" suffix to the name should not be considered relevant. more
At the recent ISOC Asia conference in Kuala Lumpur a rather innocuous coffee break question was raised: could any one around the table name some of the major Top-Level Domains (TLDs) still delinquent in their IPv6 support? Nobody could answer on the spot but the question intrigued me. A logical place to start looking for an answer was ICANN. more
In 2008, ICANN made it known to the community that it is finally ready to discuss Internationalized Domain Names regarding Top-Level Domains (TLDs) after several years of working groups, technical trials, studies and considerations. It was highly anticipated by the Chinese, Japanese and Korean (CJK) community. Upon being appointed as ICANN's new CEO in Sydney, Rod Beckstrom gave a rousing speech in which he stressed the vital importance of free expression on the Internet... Many ordinary, powerless people are indeed willing to fight and die. But is ICANN going to help them? Or at very least make sure that their decisions won't help those who want to muzzle them? more
Andrew Colley of Australian IT reports the AusRegistry, the operator of Australia's Top-Level Domain (.au), has revealed that it has been approached by various groups planning to submit applications to ICANN for the creation of adult-themed generic Top-Level Domains (gTLDs) such as .xxx and .sex. According to the report, the Australian Communications Minister Stephen Conroy has opposed the idea syaing: "The government does not support the creation of the .xxx TLD." As it has been reported extensively on CircleID, previous attempts to create adult related TLDs (such as .xxx) have so far been rejected by ICANN. more
Professor Denis Carlton was asked by the Internet Corporation of Assigned Names and Numbers (ICANN) to submit a report on (or justify!) the impact of new top-level domains (TLDs) on industry competition. After he did so, Dr. Michael Kende posted an elaborate comment on the report on behalf of AT&T, to which Professor Carlton published a rebuttal. I read this to the ICANN Board Thursday morning, in Sydney, after more prep work than I care to recall. If you don't know that the DAGv3 is delayed, or what the IRT is, this is a good time to bush up on current ICANN state. "Good morning. During its board meeting today in Sydney, the Internet Corporation of Assigned Names and Numbers (ICANN) announced Rod Beckstrom, the former U.S. cybersecurity chief, as the new President and CEO. Beckstrom will be replacing Dr. Paul Twomey who had been serving this position since March 2003 and announced his resignation earlier this year. Dr Twomey has lately been reported as the primary candidate for heading Australian Government's proposed A$43 billion investment in a new National Broadband Network. more
