New York City government officials announced that they will be applying for the ".nyc" top-level domain (TLD) extension and are looking to choose a qualified vendor to operate the TLD on their behalf. New York City's Department of Information Technology and Telecommunications (DoITT) recently issued a Request for Proposals (RFP) to try to find a qualified vendor to manage and market the city TLD in hope that they can raise more revenues for the city, to help local small businesses, promote tourism and help extend the branding image of NYC. more

ICANN 36 Preview: What’s ‘On Sale’ in Seoul

Last time the ICANN faithful gathered in Sydney, there was a fair bit of unrest and some big unknowns. The Implementation Recommendation Taskforce (IRT) report on how Intellectual Property (IP) could be protected in the era of new Top-Level Domains (TLDs) stirred the pot as did, to a lesser extent, the issue of Registry-Registrar separation in new TLDs. Dot Gay Alliance Announces Plans for .GAY TLD, Profits to Fund LGBT Civil Rights

The Dot Gay Alliance has announced plans to create the .GAY top-level domain (TLD) that also aims to become a source of funding for the LGBT civil rights groups in the US and abroad. The Dot Gay Alliance is led by Founder & Executive Director Joe Dolce, whose media strategy firm, DolceGoldin, provides communications services for the Alliance, according to the announcement released today. Dot Gay Alliance supporters include, New York City Council Speaker Christine C. Quinn and Sunil Babu Pant, the first openly gay member of the Nepal Parliament. more

Documents from the Independent Review of .XXX TLD Bid Held Last Month are Available Online

An independent review of the .XXX Top-Level Domain application by ICM Reegistry was held in Washington DC last month, September 2009. All the documents from the hearing have now been posted online including witness statements from Vint Cerf, VP and chief Internet evangelist for Google and former Chairman of ICANN; Milton Meuller, Professor and Director of the Telecommunications Network Management Program at the Syracuse University School of Information Studies; Stuart Lawley, Chairman and President of ICM Registry and others. more

Rod Beckstrom’s First 100 Days at ICANN

Rod Beckstrom took over as ICANN President/CEO on July 1, 2009, so October 9th marked his 100th day in office -- and a good opportunity to examine the progress made by ICANN during his short tenure. ...to borrow an analogy from American football: when you have the ball in the Red Zone, you need to score touchdowns, not field goals. So far, under Rod's leadership, ICANN has moved down the field on a number of issues. Canada Launching DNSSEC Test-Bed for Country’s .CA Domain

The Canadian Internet Registration Authority (CIRA) for the .ca country code Top-Level Domain yesterday announced the launch of a test-bed initiative for DNSSEC. CIRA’s Chief Information Officer, Norm Ritchie who made the official announcement at the SecTor security conference in Toronto, says it began the process of implementing DNSSEC in early 2009 and the implementation date is set for 2010. So far, over 15 Top-Level Domains have already deployed DNSSEC including dot-gov and dot-org. more

DOC to ICANN: Time to End Double-Weighted Voting of Registries and Registrars

In Congress, A Confusing Argument Against New TLDs

In a recent post to CircleID entitled New Domains and ICANN Accountability, Steve DelBianco paints himself as "frustrated" that ICANN didn't take a different path toward new Top-Level Domains (TLDs). Mr. DelBianco was one of four witnesses at a hearing before the House Judiciary Committee's Subcommittee on Courts and Competition on September 23, 2009. He is a creative advocate for his clients, an engaging speaker, and a skillful writer, and he produced a synopsis of the hearing which sounded convincing -- until I tried to make sense of it. more

ICANN Defends Plans for New TLDs But Launch Date to Likely Slip

On September 23, ICANN's Chief Operating Officer, Doug Brent was asked by ranking members of the U.S. House of Representatives Judiciary Committee why they were continuing to move forward with the launch of new gTLDs when they had not yet been able to resolve complaints. Brent stated that Internet users have long called for the expansion of new gTLDs and that winners of new gTLDs would have to abide by a lengthy set of rules. Brent went on to say that "ICANN did not casually think this plan up." more

Letter Urges ICANN to Implement New TLDs Without Further Delay

An open letter signed by various members of the domain name industry, including heads of some of the top domain name registries and registrars, was sent today to ICANN CEO and Board of Directors urging them to direct their staff to implement the introduction of new Top-Level Domains (TLDs) without further delay. 15% Decline in Domain Name Registrations, Weak Economic Conditions a Factor Says Report

VeriSign today released its second quarter 2009 Domain Name Industry Brief where it reports that the total base of domain name registrations across all of the Top-Level Domains [TLDs] has now reached 184 million. However the report also indicates that there has been a 15% decline compared to the same quarter last year. The largest TLDs in terms of base size are reported to be: .com, .cn, .de, .net, .org, .uk, .info, .nl (Netherlands), .eu (European Union), and .biz.

Root Scaling Study Report is Out

Earlier this year, ICANN began to seriously consider the various effects of adding DNS protocol features and new entries into the Root Zone. With the NTIA announcement that the Root Zone would be signed this year, a root scaling study team was formed to assess the scalability of the processes used to create and publish the Root Zone. Properly considered, this study should have lasted longer than the 120 days -- but the results suggest that scaling up the root zone is not without risk -- and these risks should be considered before "green-lighting" any significant changes to the root zone or its processes. I, for one, would be interested in any comments, observations, etc. (The caveats: This was, by most measures, a rush job. My spin: This is or should be a risk assessment tool.) As imperfect as Google's tools are as a metric, the correct observation is that the use of .CAT by Catalans vastly exceeds the expectations of its initial proponents... more

United Arab Emirates TRA Investigating High Level Speculative Interests in Recently Liberalized .AE

Domain names registered under United Arab Emirates' recently liberalized county code Top-Level Domain (.ae) have attracted such high level speculative interests that red flags have been raised within the country's regulatory agency. Domain names such as 'vip.ae' and 'vips.ae' registered only a little over a year ago are currently receiving multi-million dollar offers according to reports. Abu Dhabi's newspaper, The National, reported last week that the Telecommunications Regulatory Authority (TRA), the .ae administrator, has stated "registering a UAE domain with no intention other than to resell it could hurt the registrants if they are later accused of registering the site in bad faith, something forbidden by its rules." more
